A strategist is a person who can formulate and implement a strategy, or a high-level plan to achieve goals under conditions of uncertainty and through the available, limited means. Similarly, lower-level plan formulation and execution is generally the job of a tactician, who may receive instructions from a hierarchically superior strategist. The two terms are frequently confused, and the distinction is itself often of limited value, because the ability to formulate and execute a plan in both strategical and tactical levels are necessary for a good strategist and a good tactician also needs a proper grasp of the bigger picture to execute their job properly. For practical purposes, the scale and scope difference between strategy and tactics are ignored in this tag.
