This item is a 1919 Province of Ontario, Canada, Prince of Wales Honor Banner. See attached news article from The Toronto World, 8 November 1919, page 2. The article refers to possible augmentation of the banner by the addition of �crests� to be added when certain goals are overcome. The crest referred to looks like this:
