This is good news, and those who put this together should be commended. Bravo! IMHO, we likely had the information and know-how (before 2020) for a number of years to mitigate these threats—the lack of personnel protection against submunitions from missile and drone attacks. It is critically important to find out why these solutions were not implemented previously—the pathological aspects of inadequate passive defenses need a thorough investigation. There has to be a mix of passive defenses, active defenses, and attack operations (OCA or counterstrike for JSDF), which yields posture resilience, which is called for in the 2018 NDS and 2022 NDS. The problem of passive defenses is NOT just in CENTCOM—it is in other combatant commands, including INDOPACOM. Currently, "everyone" is responsible for passive defenses, which means de facto that no one is responsible or accountable. Let's truly fix this problem. The time is now!
