The Clinton administration ordered US spies to end covert operations in Cuba after a series of bungles and in the hope of improving relations with the communist island, The Miami Herald reported.
Beginning in December 1994, the recruitment of agents and efforts to destabilise the Cuban government were prohibited, according to the paper. The CIA also was forced to close a clandestine radio station broadcasting into Cuba, current and former US officials told the newspaper. AP - Miami
