The plot of an alien that lands on earth and assumes the appearance of a male model on a billboard would be repeated in Tracker (Pilot) (2001) about 2 years later. In that series, the alien was good and not evil as here.

Goofs
After the time thief steals the money and restarts time, one of the guards yells they have been robbed. A robbery involves use of force or threatened use of force against a person. Since no force or threat was used, the crime was not a robbery but instead theft. This same mistake is later made by several characters when talking about the theft.
