Mizushima Seiji was born on January 28, 1966 in Fuchuu, Tokyo.
After graduating from Tokyo Designer Gakuin College he joined Tokyo Animation Film where he worked in the photography department under Kumagai Masahiro before shifting to animation.
He is best known for directing the highly acclaimed Full Metal Alchemist anime series.
In 2007 he directed Oh! Edo Rocket, an anime series based on a theatre play by stageplay writer Nakashima Kazuki, who was also the screenwriter for the anime. The series was nominated for the 46th Japan Science Fiction Convention's Seiun Awards in the Media Category but ultimately lost to Dennou Coil.
