The unclassified report of the 2024 Independent Intelligence Review was released on Friday. The reviewers recognised Australia faces both a more dangerous international environment and a growing need to defend itself against threats to its democracy, social cohesion and essential infrastructure. They concluded that Australia’s intelligence agencies have worked hard and with considerable success in response to protect the nation and support government priorities. Andrew Shearer, the Director-General of National Intelligence, has acknowledged the Review’s findings: ‘I am proud the Review found the NIC to be highly capable and performing well. Andrew Shearer: “We're not just here looking at these events as they come towards us and recede in the background as a kind of passive observer. DGNI recently hosted a roundtable at ONI’s Canberra headquarters with 25 mid-career professionals from the Centre for Strategic and International Studies (CSIS), specialising in nuclear issues. Their discussions centred on Indo-Pacific security, nuclear non-proliferation and disarmament, and leadership. The PONI Mid-Career Cadre recently traveled to Australia to visit its Office of National Intelligence and speak with Director-General Andrew Shearer. The group discussed the FVEY alliance, ONI’s role in assessing nuclear threats, and the current state of play in the Indo-Pacific. DG Shearer was previously the Senior Advisor on Asia Pacific Security at the Center for Strategic and International Studies (CSIS).

Speaking at the 2024 Halifax International Security Forum on 24 November, Director-General of National Intelligence Andrew Shearer emphasised the value of the Quad among a strong latticework of overlapping groupings in countering emerging threats. Mr Shearer joined General Jennie Carignan (Chief of the Defence Staff, Canadian Armed Forces, Canada) Admiral Samuel Paparo (Commander, Indo-Pacific Command, United States) and US Congressman Andy Kim in a panel discussion. Mr Shearer emphasised the need for likeminded nations to adjust their mindsets and appetites for risk, and be prepared to face tension and friction – including by focusing more on military interoperability and deterrence. At the Raisina Down Under Dialogue in Canberra, Andrew Shearer, Director-General of National Intelligence, emphasised that technology is the ‘centre of gravity’ when it comes to national power. “It's the main creator of economic power and of military power, and therefore, the country or countries that are able to dominate advanced technology now and in the future are best placed ultimately to come out on top in what I think will be a generational structural contest in the Indo-Pacific and globally,” said DGNI.
