📢 Viet Nam can make up to 40% market share of wind and solar energy supply chain. On the morning of October 17, at the forum "Reconfiguring the Global Energy Supply Chain: Identifying Trends, Challenges, and Solutions for Viet Nam," organised by the Business Forum Magazine, Chi Mai Vu, Director of the Clean, Affordable and Secure Energy for Southeast Asia (CASE) project in Viet Nam under the GIZ Energy Support Programme - Viet Nam, shared insightful views on the opportunities and challenges in energy transition. 🌱 💡 Vu Chi Mai noted: Germany, one of the pioneers in energy transition, has achieved many accomplishments from intensive investment in research and development. However, when the Russia-Ukraine conflict broke out, Germany faced challenges in ensuring and maintaining energy security. With available technology and capital, the challenge for Germany is to have a highly skilled workforce to implement new and renewable energy projects in a short time while maintaining quality. Efficient energy use is also an effective tool that significantly contributes to the country's energy transition process.  Viet Nam has great potential in the wind and solar power value chain, with the capacity of 40% of the supply chain, especially in the field of electrical equipment. Preliminary assessments show that the mechanical industry can potentially engage in the value chain of the new energy sector. International cooperation will provide valuable information, latest technology, and funding to implement projects. 🌊 This week, the Global Wind Energy Council (GWEC) partnered with the Vietnam Energy Partnership Group (VEPG) to host a workshop on competitive investor selection criteria for #offshorewind projects in Vietnam. 🇻🇳 The event brought together government officials from various Vietnamese ministries, including the Ministry of Foreign Affairs, Vietnam (MOFA), Ministry of Industry and Trade Vietnam (MOIT), Ministry of Planning and Investment, Vietnam (MPI), Vietnam Electricity (EVN), and PETROVIETNAM (PVN). 💬 Over 200 attendees from embassies, development partners, wind energy companies, and other industry stakeholders joined the dialogue in person and online. 🎯 According to Vietnam's Power Development Plan 8 (PDP8), the country aims to achieve 6GW of offshore wind capacity by 2030. However, finalising the necessary laws, regulations, and decrees to support the development of offshore wind turbines remains challenging. Mark Hutchinson, Director and Chair of the Southeast Asia Taskforce at GWEC, highlighted, "The industry supports the move to competitive procurement for several reasons, mainly because of its transparency. A transparent, competitive procurement process will push offshore wind forward in Vietnam, and we're very pleased to work with the government to provide inputs and address issues relating to competitive procurement." Here are some key takeaways from the workshop: 🔵 From the workshop, GWEC recommends a two-stage model for competitive investor selection: Stage 1 entails exclusive non-price-related site allocation, and Stage 2 involves price competition, which awards developers with PPAs. 🔵  The workshop also concluded that Vietnam can potentially develop its local supply chain for offshore wind, with strong potential in sectors such as turbine foundations, blades, and more. Competitive investor selection has been key to the evolution and success of some of the largest offshore wind markets including in the UK, Taiwan and Japan. However, tailoring the competitive selection process to individual country frameworks and needs is essential. Pioneer International Consulting has been pleased to work with the Global Wind Energy Council (GWEC) and OWC on assessing which competitive selection processes could work in Vietnam as the country looks to develop up to 91.5 GW of offshore wind by 2050. Speaking at a recent workshop hosted by the Global Wind Energy Council (GWEC) and the Vietnam Energy Partnership Group (VEPG) in Hanoi, Denzel Eades, Managing Director of Pioneer International Consulting said: “It is first necessary to look at existing models for competitive selection in Vietnam. Understanding how these can apply to the development of the preferred two stage model is key. (BIXPO 2024) Challenges Facing Offshore Wind in Korea: 'Finance and Policy Development' At the 2024 BIXPO, KEPCO's Offshore Wind Power Division hosted an International Offshore Wind Symposium to discuss the financial and regulatory challenges facing South Korea's offshore wind sector. Key issues included the limited project financing (PF) experience of domestic financial institutions, high insurance premiums, and grid saturation. Mizuho Bank proposed collaborative strategies based on the experience of global financial institutions, while Swiss Re highlighted the complexities of setting insurance rates for offshore wind. Additionally, CIP and RWE suggested policy directions to support the growth of South Korea's offshore wind market, referencing the development of offshore energy hubs and successful examples from the UK and Germany.

🌍 Hong Kong Steps Up for a Greener Maritime Future 🌊 In alignment with the International Maritime Organization's (IMO) goal for net-zero carbon emissions in global shipping by 2050, HKSAR government promulgates Action Plan on Green Maritime Fuel Bunkering: 🚢 Hong Kong-registered ships will reduce carbon emissions by at least 11% from 2019 levels. ⚓ Government fleet: 55% of diesel-fueled vessels will transition to green maritime fuels by 2026. 📉 Kwai Tsing Container Terminals are targeting a 30% reduction in emissions compared to 2021. 🌱 By 2030: 7% of Hong Kong-registered ships will operate on green fuels. Over 60 green maritime fuel bunkering services will be offered annually. Usage of 200,000+ tonnes of green maritime fuels will be achieved each year.

MVGX's efforts in establishing an ISO standard for Sustainability - Industrial Parks and SEZ alongside GPIPC showcase a commitment to environmental responsibility and innovation. The Suzhou Industrial Park serves as a commendable pilot site for this initiative, and the SIP 30-year anniversary celebration between the two governments marks a significant milestone in this journey towards sustainability. Moving forward, MVGX and GPIPC plan to extend this standard to other industrial parks and SEZs. The advancements in solar power, spearheaded by Pact in Myanmar, are truly commendable. Recently, at a panel discussion in Yangon, Pact's Managing Director of Smart Power Myanmar shared valuable insights derived from our contributions to The World Bank's "Myanmar Energy Sector Update." The report highlights Myanmar's rich primary energy resources, with favorable conditions for renewable energy. From 2015 to 2021, Myanmar's electricity sector experienced significant growth, relying on natural gas, hydropower, and solar energy to meet the escalating electricity demands. In May 2021, Myanmar achieved a historic operational capacity of 3,997 MW. However, there has been a notable decline in power production following the exit of foreign investors. This shift has prompted small and medium-sized businesses to relocate to areas served by mini-grids, offering more reliable power supply. As Min Chan Win emphasized, the demand and technology for sustainable energy solutions exist in the country; what is crucial now is substantial investment to harness these potentials. "2024 Autumn Wind Power Conference: Chairman Sang-Il Lee Expresses Hope for Large-Scale Offshore Wind Projects in This Year's Bidding" Chairman Sang-Il Lee of the Korea Wind Energy Society emphasized the importance of strengthening the domestic wind energy supply chain during the ‘2024 Autumn Conference.’ He argued that large-scale offshore wind projects, ranging from 400 to 500 MW, are essential for this purpose. Such projects, he explained, would serve as a foundation for establishing a domestic supply chain and reducing capital expenditures (CAPEX). The conference highlighted key themes such as floating offshore wind power and publicly-led offshore wind projects, with numerous papers presented on these topics. In particular, publicly-led projects were identified as a pathway to address challenges related to community acceptance and site planning, offering a strategic direction for the growth of the domestic wind energy market. Chairman Lee stated that the society would take the lead in unifying the perspectives of industry, academia, research institutions, and government to represent a collective voice and address challenges faced by the sector.

Since the development of offshore wind in Taiwan, there have been multiple incidents requiring vessel and medical rescues at wind farms, underscoring the growing importance of ensuring the safety of wind farm personnel and equipment. In response to these challenges, the National Maritime Engineering Association (#NMEA) organized a 2-day "2024 #OffshoreWind #Marine #Salvage and #EmergencyResponse Summit" on August 15 and 16. The summit was structured around four key themes: #policy, #industry, #academia, and #medicalcare. Taiwan may scrap localisation requirements for wind auction 13 Sep 2024 14:50 TST by Celine Ge The Taiwanese government plans to scrap the localisation requirement for bidders participating in an upcoming offshore wind auction, the Central News Agency reported yesterday.  The authorities will also relax the localisation criteria for 2.7 GW of projects that were awarded in August this year, provided these are connected to the grid on schedule, the news service cited officials as saying. Their remarks come prior to negotiations planned today between Taiwan’s economic affairs ministry and the European Union in Brussels over issues related to the localisation of the offshore wind sector’s supply chain in Taiwan.  The European Union has argued that Taiwan’s offshore wind localisation rules are in conflict with World Trade Organisation regulations, according to the report. Last month, Taiwan announced the results of its offshore wind tender launched in April, awarding 2.7 GW of capacity to developers including Copenhagen Infrastructure Partners, TotalEnergies and Stonepeak’s Synera Renewable Energy Group. The government has mandated a minimum 70% localisation rate for the projects’ supply chain, including the production of wind blades, raising concerns among international developers over rising costs.
