Alberta Energy Regulator (AER) has released their Industry-Wide Closure Spend requirement for 2025. The Government of Alberta’s Liability Management Framework requires an annual industry-wide closure spend to ensure decommissioning, remediation, and reclamation of oil and gas sites. The 2025 closure spend requirement is set at $750 million.   Summary: ✅ Annual review and adjustment of closure spend is based on market conditions and previous spending. ✅ Closure spend requirements increase the amount of closure work, ensuring environmental responsibility. ✅ "Micro" and "junior" dry gas producers may be eligible for a deferral of their 2024 and 2025 mandatory spend due to continued low natural gas prices. ✅ Licensee-specific mandatory closure spend for 2025 will be determined based on inactive liability as of September 1, 2024, and will be available in OneStop this fall. Low coal harvests disrupt power supply at the Gisagara peat power plant 6, May-2024 By Patrick Rurangangabo A project worth $350 million constructed in the south, Gisagara district, expecting a national power capacity increment, was found less productive, according to the auditor general’s report. The Gisagara peat power plant project was initially designed to generate 70 megawatts of power daily. However, a recent auditor general’s report has revealed that the power plant only produces between 13.5 and 16.4 megawatts. This is because the power plant lacks an adequate supply of peat coal for power generation. For instance, this plant produces 600 tons of pit while it needs 2,191 tons to produce 70 megawatts. The assessment conducted before the project started, however, confirmed that there were approximately 200.30 million cubic meters of coal available to operate the plant. “It is true that there is enough coal in the country. Studies have shown that there is a reservoir of approximately 200.30 million cubic meters of coal in Rwabusoro Swamp, which was allocated to the investor. This coal reserve is sufficient to operate the plant at a 40-megawatt capacity for 30 years.” Infrastructure Minister Jimmy Gasore told MPs “The problem is in the way investor (HAKAN AS) who is implementing the project, has planned to harvest the coal,” he revealed As a result, this has hindered the Rwanda Energy Group's plan to increase national power capacity by 40 per cent and achieve energy independence through the peat-to-power plant. More, the National Strategy Transformation pillar, which aimed to provide electricity to the entire population by the end of June this year, could not be accomplished. The fact is that some areas, mostly countryside, do not have electricity yet. It is in line with that the total installed power generation capacity reached to 353.402 MW from 276.07 MW against 556 MW expected in 2024, data by Rwanda Energy Group shows. Households’ connections to electricity reached 71.9 per cent at the end of June 2023, including On grid 54.9 per cent and off grid 21.9, according to Jimmy Gasore, mister of infrastructure. Power liability Recent data from REG shows that the transmission network availability stands at 99.72 per cent but the challenge remains the impact of two blackouts on the total network collapse. The report says that the System Average Interruption Duration Index (SAIDI) has reduced to 14.42 hours from 18.59 hours, and the average interruptions experienced by customers (SAIFI) reduced to 21.71 per year from 45.67 times in previous years. The lack of adequate power supply, as highlighted by Members of Parliament, has primarily affected Huye district, Gisagara, and other regions in the south. During the just concluded plenary session of the chamber of deputies , Mr Gasore said that the government keeps working with other investors to resolve all the power concerned issues.
