Libya recently elevated its diplomatic and economic ties with China to the level of a strategic partnership, during the 2024 China-Africa Cooperation Forum (FOCAC) in Beijing after both countries have been estranged for more than a decade. The new partnership agreement is focused on improving trade, investment, and agriculture between the two countries. But also looking ahead, this partnership could see increased investments in Libya's energy sector. Through this strategic partnership, both countries will want to foster high-quality economic development and deepen cooperation as part of the broader China-Africa vision for modernization and mutual progress, in line with China's Belt and Road Initiative​. Recently, China has expressed keen interest in strengthening trade and investment ties with Libya, particularly in areas like infrastructure, industry, and energy. Chinese companies are already engaged in sectors such as oil and construction, and Libya has invited more Chinese companies to enter its market. One of the projects China is involved in is the housing project in Benghazi which the China State Construction Engineering corporation resumed working on. The renewed cooperation underlines a strategic move by both counties to deepen their economic ties, and leverage Libya’s natural resources and China’s industrial capacity. As part of the long-term cooperation plan, we can expect a more pronounced Chinese presence in Libya's key economic sectors. Upcoming joint economic forums, scheduled for early 2025, are expected to further explore opportunities for Chinese investment in Libya, especially in rebuilding and modernizing its infrastructure​. Emiratis have presented themselves as an alternative, authoritarian model of development. One that relies heavily on hydrocarbons, while largely avoiding scrutiny at the international and diplomatic levels. “There was an expectation that the US would kick up a fuss over the UAE’s support of the Rapid Support Forces (RSF) in Sudan,” says a security analyst. “But they haven’t done anything. Central Asian countries can benefit significantly from the growth of Saudi Arabia's mining sector, especially in the context of the Kingdom's Vision 2030 and its ambitious goals for economic diversification. Saudi Arabia's mining boom, with over $4 billion in investments, creates room for Central Asian nations to engage in joint ventures or investment partnerships. Saudi Arabia’s use of advanced technologies like AI-powered data analysis and efficient logistical networks in mining can be transferred to Central Asia, where such infrastructure may still be developing. Saudi Arabia’s established networks, including its geological surveys and mining data infrastructure, could help Central Asia's mining companies navigate global markets and align their resources with the increasing global demand for critical minerals Saudi Arabia is aiming to become a global leader in sustainable mining. Central Asian countries, many of which are rich in natural resources, can follow Saudi Arabia’s example by adopting greener practices in their own mining industries. Logistical networks being developed in Saudi Arabia to support mining projects could be extended to benefit neighboring Central Asian countries. Training & Capacity Building: Saudi Arabia is building local talent to support its mining sector. The EIA mentioned that the average US imports of crude oil during the past week from nine major countries reached approximately 5.84 million barrels per day, representing a decline of 302,000 barrels per day compared to the previous week, when US oil imports reached 6.14 million barrels per day, Shafaq News reported. Iraq’s oil exports to the United States reached 229,000 barrels per day last week, representing an increase of 20,000 barrels per day compared to the previous week, when Iraq exported 209,000 barrels per day to the US. The EIA indicated that most of the United States imports of crude oil during the past week came from Canada at an average of 3.9 million barrels per day, followed by Saudi Arabia with an average of 368,000 barrels per day and Colombia with an average of 276,000 barrels per day. Saudi Arabia is finding it increasingly difficult to comply with OPEC+ restrictions. OPEC+ members want to increase production of black gold to prevent increased American competition, the Wall Street Journal claims. Saudi Arabia, as the leader of OPEC+, is finding it increasingly difficult to get agreement from the participants in the deal to continue production restrictions in order to support oil prices. The Wall Street Journal published an article on this matter. According to the publication's sources, OPEC+ members want to increase production of black gold to prevent increased American competition. OPEC+ countries are especially concerned about the upcoming inauguration of Donald Trump, who during the election campaign said that America has more oil reserves than any other country. WSJ reminds that during the upcoming OPEC+ ministerial meeting this week, the group will have to decide how to live in the future - to maintain current oil prices or to intensify their competition. The newspaper's sources believe that Saudi Arabia does not intend to start a price war; most likely, the kingdom will extend the period of oil production cuts. WSJ describes how Saudi Arabia sought to reduce the volumes of American shale oil during the price wars in 2014 and 2020, but achieved nothing. In the current situation, the Saudis will most likely wait for a signal from Trump - what price he wants to see for oil. Industry experts quoted by WSJ note that it is easy to be part of OPEC+ when the market is growing, and it is uncomfortable to be inside a cartel that is cutting production. The oil market is developing, new players are emerging, and Saudi Arabia's opportunities are undermined, WSJ emphasizes. 🌍 **OPEC+ Extends Production Adjustments Until December 2024** 🌍 The OPEC Secretariat has announced that eight OPEC+ countries will extend their voluntary production adjustments of 2.2 million barrels per day (mb/d) until the end of December 2024. This coalition includes Saudi Arabia, Kuwait, Iraq, the UAE, Oman, Algeria, Kazakhstan, and Russia. This decision builds on previous voluntary adjustments made in April and November 2023, reflecting a collective commitment to achieving full compliance with the Declaration of Cooperation. The adjustments will be closely monitored by the Joint Ministerial Monitoring Committee (JMMC), with plans to compensate for any overproduction by September 2025. Iraq, along with Russia and Kazakhstan, has reaffirmed its dedication to the agreement and its compensation schedules, emphasizing the unity and strategic direction of OPEC+.
