Recently, the UK government has demanded that councils prove their progress on pothole repair, or face losing cash as a result. From mid-April, local authorities in England will start to receive their share of £1.6bn highway maintenance funding, including an extra £500m to fill seven million potholes a year. But to get the full amount, all councils in England must publish annual progress reports. Local authorities who fail to meet these strict conditions will see 25% of the uplift (£125 million in total) withheld. Responding to the news, Asphalt Group Managing Director Stephen Cooke said: “Instead of filling potholes we must offer up solutions to help make roads last longer. “Councils and their highway departments need to move away from a patch and mend approach. Pothole backlog hits almost £17 billion The backlog for road repairs in England and Wales has reached almost £17bn, according to the Annual Local Authority Road Maintenance (ALARM) report. The Asphalt Industry Alliance’s (AIA) survey has found in recent years that the bill has skyrocketed from the low billions of pounds 20 years ago, to £12bn by the mid-2010s, and now rising even further – with roads now only resurfaced on average once every 93 years. Responding to the latest findings, Asphalt Group Managing Director Stephen Cooke, said: “The latest ALARM survey makes for horrific, but unsurprising, reading. The amount of money needed to bring the road network back to a reasonable condition is eye watering. “We cannot go on like this and things need to change. For a long time the sector has called for longer term funding so that councils can plan their road maintenance and ensure that roads last longer. “There needs to be better collaboration, funding for maintenance to ensure resilience of the transport network and frankly a change in mindset from the top to the bottom of the industry. “There are several social, economic, safety and environmental benefits that are brought about through building a longer lasting road network. We must immediately move away from a patch and mend philosophy and instead put the focus on making roads last longer. The RAC has warned against people taking matters into their own hands when it comes to fixing potholes, not least because they could become liable for accidents. Asphalt Group successfully completes journey to meet environmental standard We are delighted to announce that Asphalt Group have achieved PAS 2080 verification, becoming one of the first companies in the highways sector to meet the environmental standard, covering all four businesses in the group - Reinforcement; Preservations; Surface Dressing and Surfacing. We have worked closely with PYE Management Ltd to help obtain verification to PAS 2080: 2023 Carbon Management in Buildings and Infrastructure. Having now successfully completed our journey to meet this important standard, focus will remain on ensuring that our impacts on the environment are minimised and that our industry knowledge and expertise is used to help the wider sector. An extra £25m to renew Wales’ major roads and prevent around 30,000 road defects and potholes has been announced by the Welsh Government. Asphalt Group Managing Director Stephen Cooke has welcomed the news but wants to see more long term investment. He said: “It is great to see the Welsh Government providing funding for road maintenance. “The funding boost will mean that roads which are most in need of repairs will be renewed, with thousands of potholes fixed. “Unfortunately the reason we have such a huge backlog of potholes is due to the fact that not enough focus is put on proven materials, systems and surface treatments that will make roads last longer. “Modern surface treatments can more than double the life expectancy of a road.
