COMPUTER WEEKLY: Outside IR35: What the Autumn Budget’s Employers’ NI changes mean for IT contractors Great piece by Caroline Donnelly on the impact of NICs changes on the contractors. There are many pressures on firms that lead to restructuring their resources, of which tax is only one. In my view, the Employment Rights Bill is likely to have a larger effect than NICs changes, bolstering increased moves by firms to hire off-payroll rather than hire employees. The market for employees is shrinking for many reasons - one massive one being AI. Firms who aren't using AI as digitial assistants are less productive than ones who are. The productivity gains are huge, enabling firms to either expand without hiring more workers, or shrink headcounts whilst satisfying workload. Labours intent with the ERB is admirable, but IMHO, all it will lead to is more automation, job losses, and less hiring, as firms move to alternative models of working. And, where humans are needed, packaging up work as deliverables and outsourcing to contractors is attractive. The case law on tax status is settled (PGMOL - Sep 2024 - Supreme Court). Firms can engage off-payroll now, but they need to adapt to models that minimise the risk of interference from HMRC. #ir35 #budget2024 #offpayroll #employerNICs.

In the software development process, cloud infrastructure is a vital piece of the architecture but something that’s frequently treated as a secondary consideration, often created manually and very rarely documented. This can leave you in real trouble if for any reason you need to rebuild or duplicate your infrastructure. At Honest Burgers Ltd we’ve recently completed the task of scripting our Microsoft #Azure infrastructure using #Bicep, a domain specific language which has allowed us to automate the deployment process and makes future changes simple and fully trackable through version control. Mind helping me test something out? I'd heard that if you put external links in your posts, hardly anyone gets shown them (people who pay attention to stats tell me it's very noticeable). Putting your link in a comment avoids this issue. So, I put the sign-up link for our meetup in a comment on this post below ... and now I hear some people aren't getting shown the comment! For some people it shows no comments at all, others see a "most relevant" view which might not show the single comment in there. Mind having a look? This isn't me trying to advertise the meetup now, I'm just doing "help a poor confused person understand how social media works these days" appeal. Used to be simpler in my day, etc etc.

Ibex Talent Solutions posted this a few weeks ago, however since the recent budget businesses will carry the increase in NI costs as well as the changes to the Employment Rights Bill, a lot of businesses are reflecting on their permanent hiring plans. There is no doubt it will cost businesses more money to hire permanent teams! Right now if you have a project that you want to kick off, it doesn't make sense to delay this, you have an opportunity to ramp up teams with Contractors and interim teams whilst you decide some of the long term plans.
