On February 27, 2022, German Chancellor Olaf Scholz gave a speech to the Bundestag announcing a Zeitenwende, a “turning point” in security policy prompted by Russia’s full-scale of Ukraine in February 2022. The Zeitenwende’s policy changes have included a renewed commitment to increased defense spending, diversification of Germany’s energy sources, and redefined international relationships. This multiauthor study from the Strategic Studies Institute and US Army War College Press Studies Institute and AGI seeks to understand how far Germany has advanced since 2022 toward achieving the goals set out by Chancellor Olaf Scholz and the German government. It further seeks to assess whether those targets are sufficient to arrest the deteriorating security environment Germany confronts, and what the implications of Berlin’s efforts will be for the United States, with its global security commitments. Key themes addressed by the array of authors from Europe and North America include national security, defense capabilities, energy policy, industrial strategy, and international relations, particularly Germany’s relationships with Russia, China, the United States, NATO, and the EU. On February 15, U.S. Representative Joe Wilson and German Finance Minister Jörg Kukies spoke at "Bad Best Friends? Making the German-American Partnership fit for Purpose," a transatlantic breakfast co-hosted with the American Council on Germany. On February 12, AGI hosted "Transatlantic Transitions: Trump, the EU, and the Next German Government" in Frankfurt, where leading German and American voices to offered crucial insights into the major geoeconomic and security issues that will define the transatlantic agenda in 2025 and beyond.
