Sustained federal support for carbon management is now more important than ever. Significant federal investments in carbon management and associated infrastructure over the past several years have spurred the announcement of more than 270 publicly announced domestic projects that span the carbon management value chain and technology readiness levels, signaling that good policy translates into real-world projects. Absent a strong 45Q tax credit, most, if not all, of the currently announced projects would be canceled altogether, taking a significant toll on the local economies that have already received direct financial investments. On Wednesday, March 26, 2025, the Carbon Capture Coalition’s wide-ranging membership will be in Washington for Capitol Hill Day 2025. We’ll be meeting with more than two dozen congressional offices to highlight the value and impact of 45Q and other policies necessary to continue the development and commercial deployment of carbon management technologies necessary to achieve nationwide deployment.

Hard-to-abate industrial sectors account for 23% of total U.S. GHG emissions and 31% of global emissions. Critical to decarbonizing that set of sectors is cement, which accounts for 1-2% of total U.S. emissions and nearly 8% of global emissions. This week, Congresswoman Valerie Foushee (D-NC) and Congressman Max Miller (R-OH) reintroduced the IMPACT Act 2.0, bipartisan legislation that will boost American innovation and manufacturing in low-emissions cement, concrete, and asphalt production, and advance market demand for these innovative materials in the transportation and industrial manufacturing sectors.
