ISI catalyzes systemic change in civil infrastructure, with the Envision sustainability framework as the vehicle.
About us
ISI advances sustainable civil infrastructure using Envision® — through education, training and third-party project verification. The Envision Sustainability Framework and rating system is deployed by people and projects throughout North America and internationally and is applicable to every type of civil infrastructure: water, transportation, energy, waste, land/environmental, and more. OUR HISTORY: Based in Washington, DC, ISI was established in 2010 by the three largest engineering associations — the American Society of Civil Engineers (ASCE), the American Council of Engineering Companies (ACEC), and the American Public Works Association (APWA). ISI collaborated with the Zofnass Program for Sustainable Infrastructure at the Harvard University Graduate School of Design to develop Envision.

ASCE's 2025 Infrastructure Report Card for America's infrastructure is a powerful reminder about the urgent need for continual investment in all types of civil infrastructure. The average grade was C: mediocre (requires attention). Strengthening civil infrastructure from coast to coast is fundamental to what we do at ISI. It is inextricably tied to long-term goals for community quality of life, economic growth and well-being, protection and restoration of the natural world, ensuring wise resource allocation (materials, energy, and water), and fostering climate resilience. The Envision framework covers all the principal areas of infrastructure. It is a decision-making tool that allows infrastructure owners, engineers, designers, architects, planners, contractors, and other stakeholders to evaluate projects across a broad range of sustainability indicators, or “credits,” that address environmental, social, and economic dimensions of sustainability to encourage systemic change. The Philadelphia International Airport Taxiway U & Y Rehabilitation project has earned an Envision Verified Award. Congratulations to Philadelphia International Airport (PHL) Sowinski Sullivan Architects and all of the project partners on this award for sustainable infrastructure from ISI. ✅ As a large-hub airport accommodating 25 airlines and serving over 30.8 million passengers annually, PHL plays a vital role in the nation’s aviation network. ✅ The rehabilitation of Taxiway Y and U at PHL returned the facilities’ pavement, markings, signage, lighting, and electrical infrastructure to a state of good repair, and reconfigured intersections to the new geometry consistent with the current FAA standards. ✅ Taxiway Y and U are critical to the function of the airport’s airline and cargo operations as they provide a key connection between the passenger terminal areas and Runway 9R-27L, and are the only connections to the United Parcel Service (UPS) cargo apron. 🛬With this award, the Philadelphia International Airport holds the only two Envision-verified projects in the Commonwealth of Pennsylvania!
