  • Sincere thanks to all the speakers, participants and stakeholders who joined us last week in Islamabad and online for the Pathways to Progress: Integrated Primary Healthcare Services and Universal Health Coverage in Pakistan learning event. We hope you enjoy this video montage, which brings together just some of the highlights of a fascinating day of discussion and knowledge sharing. Hosted by the Ministry of National Health Services, Regulations and Coordination (MoNHSR&C) and Integrity, with support from the British High Commission in Pakistan, the one-day event on 18 February brought together government health departments, development partners, donors, and academia. It was a valuable opportunity to exchange best practices, foster collaboration, and drive meaningful progress toward achieving UHC.

  • Effective Primary Health Care (PHC) service delivery is the backbone of achieving Universal Health Coverage (UHC). Integrated healthcare services are essential for a sustainable and equitable health system. Our last technical session on ‘Strengthening PHC Service Delivery’ at the #PathwaystoProgressLearningEvent focused on testing service delivery models that enhance efficiency, accessibility, and effectiveness at the PHC level. The session brought together key stakeholders from Integrated Reproductive, Maternal, Newborn and Child Health & Nutrition Programme Punjab, Health Sector Reforms Unit KP, and Expanded Programme on Immunisation, Sindh to explore: Redesigning service delivery – integrating mobile health units and facility-based care to improve access in urban slums and rural areas in Punjab.  Operationalising the UHC roadmap – strengthening PHC service delivery by aligning with UHC Roadmap in KP.  Digital health innovations – leveraging technology and data-driven interventions to improve immunisation services through the Expanded Programme on Immunisation in Sindh. This session provided a platform for government leaders, technical experts, and development partners to share insights, discuss challenges, and develop strategies for scaling up PHC reforms. By strengthening service integration, optimising health system efficiency, and leveraging digital solutions, we move closer to a resilient and inclusive healthcare system for all.   • Climate change is exacerbating health risks in Pakistan, placing increased pressure on already strained health systems. The 2022 floods submerged one-third of the country, affecting 33 million people. Three years later, the urgency to build climate-resilient health systems remains stronger than ever.    Our second technical session on ‘Adapting Health Systems to Climate Change’ at the #PathwaystoProgressLearningEvent brought together key stakeholders from WHO, UNICEF, E4H, and national and provincial health departments to explore strategies for aligning health reforms with climate adaptation and mitigation efforts. Discussions focused on integrating climate resilience into health system planning and strengthening emergency preparedness.    The session began with insights from the Special Secretary, Ministry of National Health Services, Regulations & Coordination on the Technical Working Group and the Climate and Health Framework of Action. This set the stage for discussions on how Pakistan’s health sector can proactively respond to climate challenges.    Key areas of focus included: Climate vulnerability and health adaptation: The Climate and Health Vulnerability Assessment explores the disproportionate impact of climate change on vulnerable groups and highlights the need to address health service gaps in high-risk districts in KP. Building on these findings, the Climate Health Adaptation Plan provides a structured action plan to strengthen KP’s health system against the escalating impacts of climate change. Health facility adaptation: reviewing solarisation initiatives being done at health facilities in Sindh and exploring the scope of upcoming Climate Health Vulnerability Assessment planned in Sindh. Provincial climate risk assessments – examining WHO-supported climate risk assessments in Punjab and Balochistan to guide future health system planning. Strengthening workforce preparedness – enhancing health workforce training in KP to improve emergency response in the face of climate-related health risks.    By bringing together government leaders, technical experts, and development partners, this session provided a platform to share insights, discuss policy innovations, and develop actionable strategies to build climate-resilient health systems in Pakistan.    With climate risks continuing to escalate, investing in adaptation and resilience is critical to safeguarding public health and ensuring sustainable healthcare for all.   • In Pakistan, health data has the potential to transform decision-making, yet challenges like inadequate digitisation, data reliability concerns, and limited analytical capacity hinder its full utilisation.  Our first technical session at the #PathwaystoProgressLearningEvent on ‘Using HMIS Data for Planning and Policy Making’ focused on showcasing innovations in Health Management Information Systems (HMIS) to drive evidence-based policy and service improvements. Senior representatives from HISDU (Punjab), Minister’s Monitoring Unit (Sindh), and District Health Information System (KP) shared insights on: System integration – expanding HMIS for sector-wide use in Punjab.  Data-driven decision-making – strengthening strategic planning through routine data collection in KP.  Service delivery improvements – enhancing facility-level readiness using monitoring data in Sindh. The session highlighted the need for integration of health information systems, collaboration and capacity-building to maximise health data’s impact. Moving forward, integrating HMIS into policy frameworks will be key to achieving sustainable and equitable healthcare.   • Achieving Universal Health Coverage (UHC) in Pakistan requires a robust and integrated Primary Health Care (PHC) system that ensures equitable access, sustainable financing, and service delivery efficiency. Strengthening PHC is essential to overcoming healthcare access challenges, financing gaps, and climate-related vulnerabilities.  The upcoming Pathways to Progress: Integrated Primary Healthcare Services and Universal Health Coverage in Pakistan learning event, hosted by the Ministry of National Health Services, Regulation & Coordination (MoNHSR&C) and Integrity, with support from the British High Commission in Pakistan on 18th February will bring together government health departments, development partners, donors, and academia to: Facilitate cross-provincial dialogue and partnerships to share experiences and propose innovative solutions, including addressing the emerging challenges of climate change.  Share successful practices from the National Health Support Program (NHSP) and the Evidence for Health (E4H) Programme, exploring how these practices can be integrated into national and provincial priorities.  Encourage the integration of various health initiatives, such as vertical programmes, PHC systems strengthening and reforms, referral mechanisms, and community health worker programmes.   • Vacancy for Senior Monitoring, Evaluation & Learning (MEL) Manager. Full-time, fixed-term conditional consultancy position based in Kyiv, Ukraine. The Senior MEL Manager will play a varied technical and management role in delivering the MEL strategy for the Partnership for a Resilient Ukraine, Phase 2 (PFRU-2) in Integrity’s MEL team. Supporting the MEL Lead, they will draw on their contextual, technical and thematic expertise to deliver assigned projects on time, on budget, to high levels of quality and in keeping with Integrity’s values and ethics. As a senior technical member of the PFRU-2 MEL team, the Senior MEL Manager will be expected to report to the MEL Lead (responsible for the technical direction, guidance, coordination and oversight across all MEL workstreams for the PFRU-2 project) and work in close coordination with the Project Manager (responsible for all elements of contract, financial, operational and risk management) in the performance management and delivery of the MEL team. The PFRU-2 is a multi-year and multi-donor programme, which unites the Government of Ukraine with its international government partners to deliver projects in across the country and at the national level.   • Integrity Senior Expert Lamia Renaud is joining this British Expertise International panel next week. She'll share insights on “Environmental Approach for Generational Impact", to encourage evaluators to consider the long-term environmental costs and benefits of development initiatives through the system-thinking approaches.

    Join us at 23 Grafton Street on Tuesday 21st January for a panel on Harnessing Monitoring, Evaluation & Learning (#MEL) for evidence-based policies and programmes in Climate and Nature. The dynamic nature of #environmental issues means that policies must be adaptable, and #policymakers need reliable data to make informed decisions. #MEL provides the #evidence base that supports sound decision making, ensuring that new policies and programmes harness this vital knowledge and experience. To explore how this is being done in practice, we will hear from BEI members who are instrumental in enhancing the monitoring, evaluation, and learning aspects of the FCDO’s and Defra’s programmes, alongside Daniel Cowing, the Defra MEL lead on Biodiverse Landscapes Fund (BLF). The UK’s Biodiverse Landscapes Fund (BLF), managed by Department for Environment, Food and Rural Affairs, is a £100m ODA investment running from 2021-2030 which is supporting developing countries to fight poverty, protect nature, and tackle climate change.
