As Women's History Month comes to a close, we are celebrating the fabulous team of four women project managers and architects overseeing the Shirley Chisholm Recreation Center’s development. They are Assistant Commissioner Lucy Wong, Deputy Director Daphne Lasky, Deputy Program Director Francoise Fortune-Blanchard, and Senior Project Manager Hanan Benjamin. They bring their own unique experiences and expertise, ensuring this project is delivered on time and on budget to the community. “Each of the four of us have had the experience of being the only woman in a building during construction,” said Deputy Director Lasky. “And it’s really fun to be in a place in our careers where we’re working together.” The Recreation Center is part of DDC's design-build pilot program and will be completed by Fall 2025, a full two years faster than would be expected under the preexisting lowest-bidder contracting system. The state-of-the-art recreation center will offer a host of programming offerings and amenities to encourage learning, recreation, and community and civic engagement.

The CEO Magazine - North America recently featured Commissioner Thomas Foley, P.E., highlighting his career as well as the current work of the agency. DDC is working hard to deliver projects faster, on time and on budget to communities all across the city. DDC is also collaborating with partners, working to streamline processes, and taking in external feedback that can be incorporated to building decisions. “Our team is really changing the landscape and the fabric of New York City," said Commissioner Foley. DDC's work is not just the mega projects such as ESCR or BMCR. It is also the public plazas, the libraries, fire and police stations. Join DDC on Tuesday, April 1st, at 10:00 AM for the Pre-Submission Conference for the East Side Greenway 14th Street Connector. The East Side Greenway 14th Street Connector will be located along the East River in Manhattan. The outboard esplanade will improve the Manhattan Greenway network by providing a safer connection between the shared use path in East River Park at the southern end, and Captain Patrick J. Brown Walk at the northern end. In addition to providing a continuous circulation route and public waterfront access, the Greenway will have site amenities such as lighting, seating, and access to potable water service. The structure will be designed for pedestrians and bicyclists. The entire procurement for the project is estimated to cost $164 million, including the main contract as well as stipend. With 1200 staff members, a $33 billion portfolio, and 580 active and complex public building and infrastructure projects across New York City, it is essential that the DDC’s work is performed with accountability, structure, and integrity. To this end, the agency maintains an Internal Audit Unit within its Law Division, ensuring that agency activities are carried out efficiently and in compliance with all applicable laws, regulations, contract provisions, and policies. Deborah Kostner, an Internal Audit Officer and a part of DDC’s workforce since 1998, conducts reviews and analyses of agency operations for the Commissioner, Chief of Staff, and Deputy Commissioners, assessing internal controls to prevent resource mismanagement and waste. Experienced in analyzing complex processes, Debbie identifies ways to minimize risks that could compromise the proper use of DDC resources. Working with every division in the agency, she makes recommendations for improving operational procedures to maximize transparency and efficiency. She also serves as a liaison to the NYC Comptroller’s Office, Mayor’s Office of Risk Management and Compliance, the New York State Comptroller’s Office, and various other city, state, and federal oversight agencies, providing reports on DDC’s financial and operational activities. Dedicated to ensuring functions in all DDC divisions are executed with the highest degree of ethical and professional standards, Debbie has been a key member in contributing to DDC’s culture of responsibly building the city.
