OUSD(Comptroller) released the Department’s PPBE Reform Implementation Plan today in response to the Commission’s Final Report released in March 2024. It’s great to see the level of effort made by the DoD to thoroughly consider the Commission’s recommendations. The Department endorses 26 distinct recommendations from the Commission’s report and are in various stages of implementation as well as continued dialogue with Congress. In accordance with Section 1057 of the FY 2023 National Defense Authorization Act, the Senate Commission on PPBE Reform has concluded operations as of 28 August 2024. The Commission’s website https://lnkd.in/g_EpKhPn and its contents will remain available over the next year. We are also pleased to share the Department of Defense has created a PPBE Reform website https://lnkd.in/egu4SfZ5 to highlight and communicate its efforts and accomplishments towards implementing the Commission’s recommendations.

We were very fortunate to have our final report supported by extensive research followed by a series of reports produced by the The Acquisition Innovation Research Center (AIRC). Below is the second installment in this series which highlights case studies of technology transition. Have a read!
In the second installment of the #AIRC series of reports for the PPBE Reform Commission, Jerry McGinn, Ph.D. of the George Mason University Greg and Camille Baroni Center for Government Contracting and faculty researchers Edward Hyatt, Jeff Kojac and Olivia Letts examined case studies to review how the #PPBE process supports joint efforts, capability and platform lifecycles, and transitioning technologies to production. From their executive summary: "Overall, the project findings highlight challenges associated with rapidly iterating and deploying software and/or commercial technology capabilities to support warfighter requirements. In particular, the PPBE process struggles when: • Funding the rapid development and deployment of new capabilities to meet operational needs; • The need for fiscal flexibility is greatest, usually during the year of execution; and • Adjusting to rapidly evolving programs and needs. These challenges can be overcome, however. The six case studies demonstrate that successful development and progress can be made when: • Strong senior leadership drives prioritization; • The broadness of Program Elements (PEs) enables flexibility in program execution; • Agile approaches such as Middle Tier of Acquisition (MTA) enable programs to evolve and adapt with the least disruption; and • Congressional engagements are regular and candid."
