    SHRM member and volunteer leader Patricia Leyva, Senior HR Manager at the Native American Health Center in Oakland, CA, testified on behalf of SHRM and SHRM California in support of California Assembly Bill AB 386 before the CA Assembly Committee on Revenue and Taxation. This critical legislation seeks to incentivize California businesses to provide student loan repayment assistance by offering a tax credit of up to $3,000 per full-time employee annually. Tax-free educational assistance is vital to strengthening upskilling and reskilling opportunities, developing skill pipelines that allow employers to attract and keep the best talent, and positioning California and the United States to compete globally by building a skilled and educated workforce. SHRM and SHRM California proudly support AB 386, recognizing it as a vital tool for employers to attract top talent, strengthen workforce development, and enhance California’s economic competitiveness on a global scale. We are committed to shaping the future of work by investing in the education and growth of our workforce. Patricia’s testimony highlighted the critical importance of building a stronger, more skilled talent pipeline.
