Congratulations to another esteemed member of Team TDCI -- Budget Director Kimberly Whaley Morgan! She's been named a recipient of a Governor's Excellence in Service Award. Kimberly, who began her commitment to State service in 2004 with the Tennessee Department of Treasury, is responsible for directing departmental budgeting and financial forecasting activities. In addition to her assigned duties, Kimberly is available to provide oversight and assistance to all areas within the Fiscal Services Section, which include revenue, procurement, assets, and motor vehicle management. Since joining TDCI in 2010, Kimberly has held numerous positions that have provided her with a unique insight and perspective of all divisions within this very diverse agency. Her experience and knowledge have afforded her opportunities to coordinate strategic change, improve overall efficiency, and increase productivity. Kimberly has been an integral change agent and thought leader for financial, technological, and operational advancements as well as significant process improvements within TDCI. Kimberly is a graduate of Union University, and she earned her master’s in business administration from Trevecca Nazarene University. Kimberly is also a graduate of LEAD TN. TDCI returned a record-breaking $17.54 million to Tennesseans in 2024 through the Department’s mediation and restitution efforts. TDCI’s Consumer Insurance Services team, which mediates complaints between consumers and insurance companies, fielded a total of 3,728 complaints from consumers in 2024. By comparison, TDCI helped return a then-record amount of $17.45 million in 2023. TDCI regulates all lines of insurance and encourages consumers with insurance-related questions or concerns to contact our office for assistance. The top complaints are claim denials, claim delays, unsatisfactory settlement offers, and out-of-network benefits. Questions about insurance? Social isolation, whether voluntary or involuntary, has long been a leading factor contributing to the financial exploitation of older investors. While financial abuse can happen at any time, perpetrators often strike during times in a senior’s life when they might be more vulnerable, such as during a health crisis or after the death of a loved one. TDCI's Securities Division urges senior Tennesseans and their caregivers to learn how to avoid investment fraud! -Ask for input from others. Scammers try to isolate their victims. Don’t be afraid to contact a friend or a company or organization you trust for advice. -Do additional research before sending any money. One easy action: Do an online search to see if the website or pitch has been flagged as fraudulent or potentially fraudulent by news organizations or members of the public. Make sure you understand the investment, the risk attached, and the company’s history. -Focus on your financial health and literacy. Individuals under financial strain and those with lower levels of financial literacy might be more susceptible to scammers. -Knowledge is power. Knowing about scams and scammer tactics can be your best defense in successfully reducing their impact. Keep up with the latest frauds by subscribing to consumer newsletters and seeking out information on current scams. -Fraudsters rely on the fact that many people simply don’t bother to investigate before they invest. Take the time to do your own independent research and talk to friends and family first before investing. -Never be afraid to complain. If you suspect fraud or a questionable practice and the explanations that you receive aren’t satisfactory, don’t let embarrassment or concern that you’ll be judged incapable of handling your own affairs prevent you from filing a complaint.
