Winter Supply Adequacy Risks Due to Gas-Electric Dependence As we move towards winter, NERC has released a statement on the criticality of natural gas supply risk in which it "encourages all entities across the gas-electric value chain... to take all necessary actions to prepare for extreme cold, keep gas flowing, and keep the lights and furnaces on." There have been 5 major electricity supply disruptions associated with natural gas issues over the last 13 years (see table below). This highlights the growing dependance of North American power systems on natural gas for supply adequacy. With the retirement of our last coal-fired generator this year, Alberta is now fully dependent on natural gas for supply adequacy. While we are lucky to have a robust natural gas supply and transmission system, we must acknowledge the interdependence of the Alberta power and gas systems and explicitly consider this as we plan the expansion and operation of both systems going forward. The Alberta Electric System Operator's 24 month supply-demand forecast (see graph below) indicates adequate supply as we head into winter, but there are some relatively "thin" periods of surplus that could be problematic if coupled with natural gas system disruptions. Said to be the first project to combine utility and industrial scale renewable hydrogen production, storage, and transmission, the Advanced Clean Energy Storage hub will support Intermountain Power Agency’s ‘IPP Renewed’ project, the main component of which is construction of an 840 MW hydrogen-capable combined cycle power plant. This will employ two M501JAC gas turbines that will initially run on a blend of 30% green hydrogen and 70% natural gas, starting in 2025 and incrementally expanding to 100% green hydrogen by 2045. Powering Up Wyoming was thrilled to participate in the third annual Wyoming Energy Authority Energy Summit, featuring speakers and panelists from every energy sector across Wyoming, showcasing the powerhouse of energy production and innovation the Equality State is and how the state can support future projects and remain competitive across all areas. During the Energy Summit, PUW led a panel discussion titled “Working Together, Renewables in Wyoming,” with panelists Ryan Fitzpatrick from NextEra Energy, Rawlins Mayor Terry Weickum, and David Fuller from Power Company of Wyoming. Panelists highlighted the billions of dollars of investment in renewable projects and hundreds of millions of dollars of tax revenue going directly to the state and local communities. Mayor Terry Weickum discussed how, without these taxes, Carbon County towns would not have been able to purchase critical needs such as ambulances and police vehicles. Competition with surrounding states was a discussion point. David Fuller emphasized how, when competing with our neighboring states, we are usually “pennies apart” from securing future projects whose investment and taxes provide critical revenue to our towns and counties. During this legislative interim, there will be discussions on generation tax and other renewable energy related policies. As Wyoming leaders continue to discuss this issue, we must recognize that remaining competitive is essential to keeping and attracting businesses to our state. Businesses and industries need certainty; we cannot afford to lose major investments and revenue to our neighboring states. Interesting dynamics. Public policy has been made with little understanding of the need for dispatchable baseload generation- the reason for the accelerating trend in gas-fired capacity. I made the switch from coal back to nuclear in 2008 during the prediction of the previous "nuclear renaissance". Looks like a timely decision.

Electric System Operators are asking for regulation by FERC of the gas system as it relates to the relaibility of the electric system. Electric system generation sources have been baseloaded by coal, gas, nuclear and large hydro for years. However, coal plant retirements are accelerating and a growing supply mix of Intermittent resource (wind and solar) need reliable backup supply. As natural gas is the dominate backup supply and replacing coal plants for baseload service, the linkage between the gas system and electric system is greater.

No new gas-fired power plants are expected to come online in 2024 in PJM. The last time that happened was 1987 according to EIA data. The chart below shows the number of newly commissioned individual gas turbines and IC engines in the core PJM area (NJ, PA, OH, MD, DE, VA and WV) and includes behind-the-fence generation. EIA data for 2023 is not available yet but new capacity did come online according to S&P Global. 🌊⚡ Relevate Power Receives $4.9M to Boost Hydropower Efficiency ⚡🌊 Relevate Power, a leader in redeveloping run-of-river hydropower assets, has been awarded a $4.9 million grant from the Department of Energy to enhance hydroelectric facility efficiency. This funding, made possible by the Bipartisan Infrastructure Law, will enable Relevate Power to increase energy generation, improve grid resilience, and advance sustainability efforts. 🌱🔋 The DOE grants fall under two sections of the Energy Policy Act: o Section 247: $2.9M to enhance hydro facilities, grid resilience, and dam features. o Section 243: $2.0M to improve operational efficiency, targeting a minimum 3% increase in energy generation. These projects aim to modernize U.S. hydroelectric infrastructure while supporting environmental protections, with completion expected within two years.
