Broadband speed requirements have increased dramatically across different federal programs from early Connect America Fund requirements of 4 Mbps down/1 Mbps up to current standards generally requiring 100/20 Mbps, said Bryan Darr, vice president of government affairs at Ookla. Andrew Afflerbach, Chief Technology Officer of CTC Technology & Energy, noted that the FCC’s testing protocols now require hourly speed measurements between 6 p.m. and midnight, with latency tests performed every minute. Net Neutrality Rules Struck Down The Sixth Circuit Court of Appeals has overturned an FCC vote to restore net neutrality rules ruled that the FCC lacked the authority to restore certain net neutrality rules for broadband internet providers. The court said the agency lacks the authority to restore rules meant to prevent ISPs from blocking or throttling internet traffic. last year, overturning the FCC's vote to reinstate rules that barred broadband providers Judge Richard Allen Griffin wrote that broadband should be considered an "information service" and not a "telecommunications service". Democratic FCC Chair Jessica Rosenworcel urged Congress to take action in response: “Consumers across the country have told us again and again that they want an internet that is fast, open, and fair.” Source: The Hill

Interesting Read - The Western Governors Association is pressing Congress and Federal agencies to cut thier own red tape around Broadband Funding. Historically, most all of the Federal programs around Broadband funding are frout with Polices, Decres and procedures that impede the approval process, and limit the ablity of many Rural Providers to bid on and win funding. Tha WGA is also pushing to standardize the approved definition of broadband to "at least" 100 megabytes per second (Mbps) for downloads, 20 megabytes per second for uploads, and "scalable to" 100 Mbps for both, across all Federal Funding. #ruralbroadband #ruralinternet, #ruralconnectivity, #wisp, #wirelessbroadband
