The DoD CIO is excited to announce the CMMC 32 CFR program rule was released for public inspection today and is expected to be published on Tuesday 15 Oct. This rule streamlines and simplifies the process for small- and medium-sized businesses by reducing the number of assessment levels from the five in the original program to three under the new program. Companies may use cloud service offerings to meet the cybersecurity requirements that must be assessed as part of the CMMC requirement. The DoD CIO would like to thank all the businesses and industry associations that provided input during the public comment period. Improving the cybersecurity of the defense industrial base (DIB) is essential to protecting the products of American ingenuity and the national security information that supports and enables our warfighters. Your input improved the rule and will help improve security of critical information while making it easier for small- and medium-sized businesses to meet their contractual obligations. Today, the United States Department of Defense published the unclassified National Defense Industrial Strategy Implementation Plan (NDIS-IP) detailing actions that DoD is currently taking, and will continue to take, to modernize the defense industrial base: https://lnkd.in/e85fU9Jt “Publishing the NDIS was a significant accomplishment as we work to strengthen the size and resilience of our industrial base,” Under Secretary of Defense for Acquisition and Sustainment William LaPlante said, “But we’ve always said that it was only the first step—implementation is what really matters. While we still have a lot of work ahead of us, this implementation plan is showing that we remain focused on putting words into tangible actions.”      The NDIS-IP includes six cross-cutting initiatives that will enable the Department to achieve a more resilient defense industrial ecosystem and buy-down risks. OpenAI is moving into defense work, teaming up with contractor Carahsoft to reach Pentagon contracts. After updating its policies, OpenAI joined the DoD’s CHESS contract via Carahsoft, easing access to military and government tech needs. While still navigating initial contracts, OpenAI has landed deals with NASA and others. We will continue to refine with our Ecosystem as we drive to accelerate these technologies and set the conditions across the Department for a persistent and endemic focus on these Critical Technologies in our primary Mission Focus Areas. 2024 was great, but now the real work begins. Areas of interest include test parameters for Multiple-Carrier modems, TDMA, FHSS, and DSSS, as well as Positive Control data points. 2️⃣ 🔍 "Scope and Technical Challenges" 🔍 This RFI aims to gather information for planning purposes without committing the U.S. Government to any contracts. The evolving capabilities of modems necessitate adjustments to current standards, with MIL-STD-188-165B/C1 serving as a foundation while further investigations continue to ensure relevant and useful requirements. 3️⃣ 📅 "Industry Day Discussions" 📅 Industry participants are encouraged to submit responses by 12 July 2024 and attend the Industry Day meetings from 5th to 9th August 2024 in Colorado Springs, CO. “Cost-minus contracting” is not a thing. Fixed Price Incentive-Firm Target (FPIF) contracts, however, have been around for a while. DoD goes through a cycle of Cost Plus and Fixed Price contracting. When costs seem to grow, DoD goes FP, shifting cost risk to contractors ever since the Air Force’s “Total Package Procurement” movement in the 1950s. When time to field capabilities grows and quality of capability declines (as has been the historical consequence of FP contracting), DoD assumes some cost risk back and welcomes CP to the fold again. In contracting, incentives are king. If we are shifting back to more FPIF contracts - especially for software development - DoD must be able to effectively manage product quality, time to deployment, and time to update/refresh. They also must understand and be able to scale the OTA lifecycle, from pilot to production to major program (if necessary). All of this is hard and involves risk…where to place that risk has been a cyclical question for DoD contracting since the Commission on Government Procurement. Rather than picking industry partners who say the rights things, DoD must focus on those who deliver outcomes and results. Industry partners must be honest and transparent with government - qualities that require more incentive for some - to prove that delivering those outcomes and results to the end user really is the highest goal instead of maximizing profit at their expense. In short: we don’t need Contracting Ad Libs.
