A bipartisan permitting reform bill was released on Monday. The proposed legislation supports FERC's authority to approve transmission lines and paves the way to require interregional transmission planning. If passed, the law would also require planners to consider advanced conductors and reconductoring in order to maximize current transmission capabilities. Our power system and our natural gas network largely exist as separate entities from the legal and regulatory perspectives, but they are intricately and inseparably part of our continental energy system. This energy system keeps our modern lives possible and underpins our economy. Several times over the last 15 years, we've been brusquely reminded of their co-dependence - the 2011 Southwest Outage Event, the 2014 Polar Vortex, the Aliso Canyon storage/leakage problems, Winter Storm Elliott, and, of course, the deadly blackouts in 2021 stemming from Winter Storm Uri. Hopefully, this week's cold snap and winter storms don't create a new entry in this list. With the recent and impending load growth from data centers, electrification, and manufacturing growth, as well as the rise of variable generation and coal retirements, our dependence on gas will only increase for the foreseeable future. Accordingly, we must ensure the reliability and security of our energy system which incorporates both networks. To that end, National Grid, Orange & Rockland, and ConEdison are requesting FERC to explore instituting reliability standards for the gas network similar to FERC's oversight of the reliability and security standards. It remains to be seen how, or if, FERC will respond.
