The National Association of Home Builders (NAHB) called on Congress to support policies to increase housing construction and address the affordability crisis. Steve Martinez highlighted that a shortage of 1.5 million housing units and tight financing conditions are driving up costs. NAHB's 10-point plan includes reducing regulations, fixing supply chains, revising zoning rules, and promoting skilled trades. The renovation of a historic property can often provide a meaningful starting point for the redevelopment of a block, street, or district. Repurposing and renovating existing buildings—particularly those that are vacant—can also help preserve an area's unique sense of place in the face of new development and change. Redesigning existing buildings to serve new functions, often referred to as "adaptive reuse," helps preserve the historical and social fabric of the place, while creating new opportunities.

In U.S. cities where missing middle housing is legal, zoning changes alone have not been enough to result in more of this housing type. Developers in cities where missing middle housing is legal have noted that building codes and design requirements are still barriers that have made these projects economically infeasible. Common setbacks include requirements for floor area ratios, height limitations, parking regulations, and permitting timelines. Another challenge is financing middle housing projects. National banks and sources of equity have not been immediately receptive to middle housing projects either because these projects are too small in volume to justify the transaction, or because these institutions view missing middle housing as risky due to the lack of scale. April 16, 2024 ‐ The U.S. Census Bureau and the U.S. Department of Housing and Urban Development jointly announced the following new residential construction statistics for March 2024: Privately‐owned housing starts in March were at a seasonally adjusted annual rate of 1,321,000. This is 14.7 percent below the revised February estimate of 1,549,000 and is 4.3 percent below the March 2023 rate of 1,380,000. Single‐family housing starts in March were at a rate of 1,022,000; this is 12.4 percent below the revised February figure of 1,167,000.
