Lots of reports yesterday about Exxon Mobil securing CCS acreage offshore Texas, but Energy Intelligence readers knew about it more than a year ago, when we first reported it. Exxon's Dan Ammann told us yesterday that he is hopeful the US Interior will soon determine whether the company will be allowed to convert its federal oil and gas leases adjacent to the state acreage into CCS leases, a point of contention in the industry: https://lnkd.in/gMtudHp8. The recent increase in #carbon #capture and #storage (#CCS) projects across the globe underscores the technology's attraction as a means to abate #emissions, but progress remains patchy and the economic base case faces questions. Carbon capture and storage (#CCS) may have been around for almost 30 years, yet only now are #CCS projects starting to build a head of steam, with 41 projects in operation and 351 in development globally. Research indicates a surge in #CCS projects across the globe, with 198 new facilities added to the project pipeline in the past year – a 102% increase. #CCS may now be moving centre stage in driving the #oil and #gas industry's plans to meet tough #decarbonisation targets. That still leaves a massive catch-up job if the world is to meet ambitious #climate mitigation targets. The 41 CCS projects in operation today have an annual capture capacity of 49 million tonnes per annum (Mtpa). Although the project pipeline has expanded to 361Mtpa, that is a long way off the 5 gigaton per year #CO2 target by 2050 set out in the International Energy Agency (IEA) roadmap to #netzero. CCS: a wall of scepticism? #CCS still has to overcome a wall of scepticism. As a new report from the @Oxford Institute of Energy Studies (OIES) notes, CCS's contribution to meeting climate targets has been limited so far. The contrast between what currently exists and what is planned remains stark. The hard dollars and riyals being ploughed into CCS projects suggest the credibility gap is being addressed, even if progress to date has been sluggish rather than startling. The DC Circuit ruled #FERC didn't adequately assess the emissions impacts of the proposed Commonwealth #LNG facility in Louisiana. Specifically that it failed to comply with NEPA by (1) not determining whether the project's #ghg emissions would be significant and (2) inadequately assessing the cumulative effects of nitrogen dioxide emissions. The central issue was the adequacy of FERC's explanation for *not* making a “significance determination” in its NEPA analysis of Commonwealth's GHG emissions. Petitioners contended that FERC did not justify its deviation from its approach in a previous order involving a (very technically different) Northern Natural replacement project, when FERC compared the projected emissions to national levels and concluded GHG emissions would not be significant due to their marginal increase in national emissions of 0.000006%. [The petitioners argued that the converse was true for the Commonwealth LNG project — with a projected 0.06% increase in national emissions, that it would exceed any reasonable significance threshold.] The Court didn't weigh in on whether the petitioner's application of the Northern Natural case had any substantive merit, but found FERC erred in its failure to address the argument and explain why its approach in Northern is inapplicable to Commonwealth. Consequently the case has been remanded to FERC for reconsideration. It seems like the question of what is deminimus (in the case of Northern) is much easier to deal with than a question of what is significant, especially on a global scale.  ( Thomas L.
