The U.S. Marine Corps is laser-focused on advancing new capabilities to outpace emerging threats and keep our forces protected where it matters most—on the ground. One of the big wins? Ground-Based Air Defense systems that now include tech to counter everything from small drones to cruise missiles. These systems are all about giving Marines the upper hand against threats from above. Last month, we reached a major milestone with the Medium Range Intercept Capability (MRIC) program. Marines with 1st Low Altitude Air Defense Battalion ran an Operational Assessment, completing the full kill chain for the first time in an operationally realistic environment. Since Texas Machine-Gun & Ordnance is the country’s largest LMT Defense M203 40mm grenade-launcher distributor, we often get calls from #LawEnforcement & #Police departments about purchasing M203s for #LessLethal use. While an M203 can be pressed into a less-lethal role, it typically is a poor choice for such an application.   The M203 is designed to chamber & fire the 40x46mm cartridge. The grenade-launcher developed from the age-old problem of wanting to “blow thine enemies to tiny bits” when you are not close enough to “lobbest thou thy Holy Hand Grenade of Antioch towards thy foe”.   As a result, the M203 is an extraordinarily rugged & reliable weapon that you can issue to a knuckle-dragging infantryman who scored “potato” on the ASVAB, to use as a hammer for tent stakes & it will still function as a weapon. The ability to be mounted to an M16/M4 or other #Firearms, simplifies the issuing & employment of the launcher for #Military purposes.   But features which make it a great military weapon, also make it a poor LE weapon.   Firstly we have the “YouTube effect”, where trudging around with a “grenade-launcher” isn’t going to look very good on #SocialMedia. While a 40mm “less-lethal launcher”, such as the ALS launcher in the picture will chamber & fire any 40x46 munitions, it has a very different connotation than an M203. This is especially true if it is mounted to a rifle. Certain applications such as #SWAT where intimidation & ability to have both a lethal & less-lethal option on the same weapon is a desired effect, but that is an exception.   Next is the limited ability to accept certain type of less-lethal cartridges. Most all military 40mm rounds are 40x46mm. But civilian 40mm less-lethal rounds are often longer than 46mm. Due to the M203’s design, it is limited in how long of a 40mm round it can accept. So an M203 is often only able to fire baton & barricade penetrator rounds. For applications such as SWAT, this may not be a problem. But to really harness the capabilities of the 40mm, a break-action launcher has tangible advantages of not being limited by the length of rounds.   Finally we have cost. An M203 without a mounting system runs about 50% more than the ALS launcher which doesn’t need any mounting system & is ready to go out of the box. The LMT’s stand-alone M203 is a really slick system, but costs more than double what the ALS launcher costs.   Like the clerk at Ammu-Nation in Grand Theft Auto: San Andreas, “ain't my business what you do with it”, when an LE agency wants to spend money on suboptimal less-lethal weapons such as an M203. But there certainly are better options for LE use than the M203.

US Army awards $4.5 billion Patriot Advanced Capability-3 Missile Segment Enhancement missile multiyear contract. Multiyear contracting provides production stability and cost savings to the Army. HUNTSVILLE, Ala. – Officials from the United States Army’s Program Executive Office Missiles and Space and Army Contracting Command – Redstone Arsenal executed a contract award for Fiscal Year 2024 Patriot Advanced Capability-3 Missile Segment Enhancement production. The $4.5 billion contract awarded to Lockheed Martin Missiles and Fire Control will procure 870 PAC-3 MSE missiles and associated hardware. “This multiyear contract award for the PAC-3 MSE missile follows through on the Army’s commitment to stabilize and expand our production capability for this critical weapon system, which is vital to supporting the US Army and Joint Force, along with Ukraine and other allies around the world” said Douglas Bush, the Army’s Assistant Secretary for Acquisition, Logistics and Technology. “Multiyear contracts are mutually beneficial to the United States Government and our industry partners,” said Brig. Gen. Frank Lozano, Program Executive Officer Missiles and Space. “They strive to lower procurement costs by allowing bulk purchasing and reducing administrative strain and costs associated with annual contract renewals, while also providing our suppliers with a stable demand forecast, encouraging investment in production capacity and capability improvements.” A multiyear procurement contract is used by the United States Department of Defense to purchase goods or services over multiple years. This type of contract allows the DoD to commit to longer-term relationships with suppliers, typically spanning up to five years. Unlike annual contracts, multiyear contracts obligate the government to procure goods or services over a period of years, subject to the availability of funds. They provide stability and predictability for both the DoD and suppliers, facilitating better planning and resource allocation. The PAC-3 MSE is in high demand. It defends against incoming threats using hit-to-kill technology that delivers exponentially more kinetic energy on the target than can be achieved with blast-fragmentation. The PAC-3 MSE is capable of countering incoming threats including tactical ballistic missiles, cruise missiles, hypersonics, and aircraft. This contract award is an initial step to increasing production and incentivizing innovation, while reaping the cost savings benefits of Economic Order Quantities and long-term supply chain reliability. The contract award is led by U.S. Army Program Executive Office Missiles and Space (PEO MS) and executed in partnership with U.S. Army Contracting Command-Redstone Arsenal. The U.S. Army is rethinking its approach to electronic warfare (EW) and signals intelligence (SIGINT) by separating its previously integrated Terrestrial Layer System-Brigade Combat Team (TLS-BCT) into two distinct systems. This shift comes after operational demonstrations revealed that combining EW and SIGINT on a single platform did not deliver the anticipated efficiencies. The new strategy will allow for more specialized, flexible operations at different echelons, with SIGINT focused on higher levels such as divisions and corps, while EW will be tailored for quicker, more agile use by smaller units. This change aims to enhance the Army's multi-domain operations, especially in response to the rapid pace of modern conflicts like those seen in Ukraine. To achieve this, the Army is exploring commercial and government-owned solutions that can be adapted for their needs, focusing on leveraging existing technologies rather than developing new, custom systems. This includes using commercial sensors and incorporating artificial intelligence and machine learning for real-time signal classification and reprogramming. The Army plans to finalize this new architecture by 2025, with prototypes expected in 2026.
