The Commonwealth of Virginia is committed to significantly improving the financial and operational performance of government programs and service delivery. To that end, the Commonwealth has undertaken numerous initiatives to test and pilot new technologies and approaches to improve data collection, analysis, and management reporting. It is clear from these efforts that the Office of the Secretary for Transportation requires new and enhanced capabilities to: streamline and improve data collection, align investments, budgets, and projects to strategic and department goals, monitor operational and financial performance, and reduce the time and cost associated with analysis and reporting. A comprehensive and systematic approach is needed that will integrate data from core systems of record; augment, improve, and compress the time for data collection and analysis; and standardize project management and program performance reporting.
To move to that level of performance intelligence, the Commonwealth will need new performance tools and systems that provide performance data against the larger strategic goals, link efforts in accordance with the Governor’s priorities and support service-level standards to better gain awareness pertaining to people, budgets, and performance presented in an automated system.
OIPI needs this system to be able to collect, analyze, and report on the OIPI performance to include: budget investments, projects and contractors Secondly the system needs to provide support agency staff by systemizing OIPI calendars, aligning resources and knowledge management tools to streamline operations. The system needs to be online, contractor-hosted SMS with the capability to cascade performance expectations, maintain performance dashboards, measure variation and have “line-of-sight” from strategic goals, through the budgets and programming of functional divisions and agencies.Other creatorsSee project -

The goal of the project was to implement a solution that automated the budgeting, planning, reporting and analysis, tailored to the needs of Commonwealth departments. As envisioned by DMAS, the final system provides an efficient process for gathering, storing, reporting and analyzing data in a central location, thereby allowing the department to make informed decisions using trusted data. The PPC project team successfully delivered this tailored solution in four months. The system, coined PULSE, will assist DMAS in managing over $8 billion in expenditures each year.
The key capabilities of PULSE include the following:
Reduces the maintenance overhead of the current Excel-based budgeting and forecasting process, eliminating issues such as data manipulation, configuring, re-keying and versioning of data in the budget model.
Enables simpler, quicker, more flexible and intuitive ad-hoc management reporting.
Facilitates the speedy and efficient delivery of reports containing relevant data.
Provides a sound architecture for better long-term data management and analysis.
Designed to be user-driven and administered.
In order to successfully deliver PULSE, the PPC Team performed the following:
Migrated existing budget management data into the system.
Integrated weekly transaction data.
Managed the reporting hierarchies and consolidation rules of the information.
Met extensive reporting and analysis requirements for DMAS.
Provided a Management Dashboard that allows key staff to quickly assess issues, as they occur, and determine the appropriate responding actions.

Veterans Retraining Assistance Program

VRAP was signed into law on November 21, 2011, as part of the VOW to Hire Heroes Act of 2011 (PL 112-56). In section 211 of PL112-56, the law authorizes, that “not later than July 1, 2012, the Secretary of Veterans Affairs shall, in collaboration with the Secretary of Labor, establish and commence a program of retraining assistance for eligible veterans”.
“The monthly amount of the retraining assistance payable under this section is the amount in effect under section 3015(a)(1) of title 38…VRAP was signed into law on November 21, 2011, as part of the VOW to Hire Heroes Act of 2011 (PL 112-56). “The monthly amount of the retraining assistance payable under this section is the amount in effect under section 3015(a)(1) of title 38, United States Code”. As of the date of the submittal of the application for assistance under this section, the applicant should be at least 35 years of age and not more than 60 years of age. If determined eligible, the applicant can receive up to 12 months of training benefits in a high demand occupation as deemed by Department of Labor (DOL).
The project scope was to develop the necessary interagency agreements; claims processing procedures; IT support and procedures; and essential reports required to successfully implement VRAP in cooperation with DOL.
Successful implementation of the VRAP included the following:
• Comprehensive outreach programs for the appropriate target population through both VA and DOL channels.
• A jointly agreed upon application process and intake method that is seamless and transparent to the claimant.
• A jointly agreed upon process that provides either benefit payment or eligibility communication from VA in a timely manner.
