National Academy of Public Administration
The National Academy of Public Administration announced today a new "Field Guide for Financing Public-Sector Integrated Data Systems and Evaluation" designed to be an all-in-one resource. The federal government spends more than $1.2 trillion annually on grants to state, local, tribal, and territorial governments, whose leaders need to know what works and how to sustain high performance. Policy challenges and priorities require holistic approaches that draw on multiple agencies and programs. The Field Guide aims to address knowledge gaps and establish best practices for government leaders at all levels. Among other important elements, the Field Guide: - Walks through allowable ways to spend federal grant dollars on data and evaluation capacity. - Shows how to match funding strategies with goals for building, operating, and/or enhancing an integrated data system (IDS). - Provides rich examples and case studies of how leading states and localities are already doing this work and paying for it effectively. - Explains how to prepare for an audit of IDS. - Points the way to non-federal sources that can help fill gaps in IDS funding. House Financial Services Committee Ranking Member Maxine Waters (D-CA) has introduced legislation. The legislation requires the financial regulators, including the Federal Reserve, Consumer Financial Protection Bureau, Federal Deposit Insurance Corporation, Office of the Comptroller of the Currency, National Credit Union Administration, and the Securities and Exchange Commission, to carry out a study on how the companies they oversee categorize AI data and train AI models. The legislation will have to be introduced in the next Congress. Excited to dig in next week! There have been a string of recent developments at the intersection of AI and cybersecurity. On a basic level: in the rush to integrate AI, as is to be expected, security in many ways has fallen by the wayside. This week a critical vulnerability was discovered in the Nvidia Container Toolkit, used widely across AI platforms, that could put (in one estimate) up to 35% of AI cloud environments at risk of remote access from bad actors. On a less basic level: las week HP reported AI generated malware is now being observed 'in the wild.' A concerning development that could bootstrap under resourced and low skill would-be hackers. Excited to discuss these developments and the many essential positive use cases of AI in cyber defense and industry!

The DoD and SBA's new SBICCT initiative is set to pour over $2.8 billion into innovative startups and SMBs developing technologies vital to national security. The initiative has already licensed 13 investment funds, each eligible to receive up to $175 million in government-backed loans. These loans are structured to ease financial pressure by deferring payments until the funds start generating returns, making it a sustainable option for investors. The funds will focus on investing in 14 critical technology areas, including microelectronics, space technology, advanced computing, and trusted AI. This is not a new approach; the SBIC program has a legacy dating back to the 1950s, supporting the growth of major companies like Apple and Intel.
