6th circuit’s net neutrality decision appears to remove broadband regulation from the hands of the FCC. It’s going to be very interesting in the industry as the states try to figure out what to do.

Great article on deployment costs and BEAD. Fiber is always going to be the best option for high speed broadband, unless the price is just too high. Wireless and satellite have their applications where they make sense, especially in an area where fiber deployments will cost upward of $15,000 per passing or higher.

Some big announcements this week related to the use of #AI in Telco Mobile Networks. Timing couldn't be better as Spectrum Effect was just this week awarded the patent for the use of AI and Machine Learning Models for classifying interference types in Mobile Operator RAN networks. I have strong conviction on AI's ability to drive more efficient and effective operations of mobility networks and ultimately better outcomes for consumers of the services that mobile networks enable. Yet another example attesting to the success of the UK Shared Rural Network Program - a role model for Canada's chronic Digital Divide.. I will be speaking to this collaborative model and unique variants that could work in the Canadian telecom context, in coming papers that I will be publishing in early December - with ready solutions to help bridge our Rural and First Nations connectivity gaps. A P3 (Public Private Partnership) approach to deploying key mid-band and low-band spectrum (such as Band 14 spectrum earmarked for Public Safety & Critical Infrastructure) could go a long way to helping resolve these rural "not-spots" in our own country. Key stakeholders in such a model could include Canada's utilities and railway operators - alongside national incumbent carriers, smaller regional players and government - which ultimately helps share and lower costs for ratepayers and taxpayers, bridging infrastructure in a win-win that connects rural Canadians from coast to coast. Canada's Federal policy makers within the Ministry of Public Safety, and the Ministry of Innovation, Science and Economic Development (ISED) need to look to *innovative* new approaches to spectrum and infrastructure funding to solving our connectivity challenges - such as neutral or shared site deployments - as evidenced by the creative UK SRN model, now a proven success as shown here by #Vodafone and their #SRN partners. The economic case for these types of innovative solutions in the Canadian setting is quite clear - simply put - P3 and neutral-host models lower the ROI threshold to enable rural sites. The timing of near-term Public Safety Broadband RF spectrum allocation - potentially in 2025 - is a golden opportunity for Canada's Federal government to show *creative* innovation in finding similar collaborative solutions to our Canadian challenges - the status quo in legacy auction or "same old" spectrum allocation models should simply not be an option.
