ICYMI: On Thursday, the Biden-Harris administration issued a National Security Memorandum on Artificial Intelligence. I had the privilege of being present for the rollout by Jake Sullivan at NDU that morning. My initial thoughts: it's good to see the conversations around this have moved past where we were just two years ago talking about AI being the end of humanity. To be sure, there are risks - people doing bad things with AI, people doing bad things to AI, and just bad/shoddy AI. However, the risk of the United States falling behind strategic competitors both in national security applications as well as broader applications that ripple throughout our economy is far greater than any Skynet scenario we might dream up. The NSM strikes a good balance here, summed up as: we need to manage the risks prudently (and have a framework for doing so) but ABSOLUTELY need to gain and maintain the lead (not only in training better models but also directly related areas such as chips and energy). https://lnkd.in/eFwJ7yZm

Heads Up...DoD News related to Architect - Engineering (AE) Services! (1) FINAL RULE Effective 8/26/2024 - DFARS Case 2024-D019 Architect and Engineering Service Fees. This rule changes DFARS to implement Section 2881 of the FY24 NDAA to increase the limitation of the contract price (i.e., "fee") for A-E services for the preparation and delivery of designs, plans, drawings, and specifications from 6% of the project's estimated construction cost to 10%. It is applicable to Army, Navy, and Air Force projects (references in 10 U.S.C. 7540,8612, and 9540). The new 10% limit replaces the 6% fee limitation on contract modifications for work not initially included in the contract and redesign, and applies only to that portion of the contract (or modification) price attributable to the preparation of designs, plans, drawings, and specifications. If a contract or modification also includes other services, the part of the price attributable to the other services is not subject to the fee limitation. (Personally, I've been waiting since the early 1990's for this percentage to change (and yes, I've been doing this THAT long). This makes it easier for small AE businesses to participate in the Federal space. So, YEA!) This rules proposes a corresponding change to DFARS Subpart 216.5, Indefinite-Delivery Contracts, to require DoD Contracting Officers (KOs) to use qualification-based selections when awarding task orders and delivery orders for AE services that was previously implemented procedurally under FAR Subparts 16.500, 16.505, and 36.6 procedures in 2005 under the final rule for FAR Case 2004-001 Improvements in Contracting for Architect-Engineer Services. This proposed rule adds DoD-specific statutory guidance (10 U.S.C. 3406(h)(2)) to DFARS directing KOs not to request additional info regarding qualifications unless necessary to determine qualifications for a particular task order or delivery order under a multiple-award contract. There should be little to no impact from this proposed rule since there are no procedural changes, new clauses or provisions, and no new applicability in terms of thresholds or types of contracts. Army SBIR CATALYST unites the Army, integrators and small businesses to create innovative technologies — propelling concepts to final transition and commercialization. With contracts up to eight times larger than typical SBIR awards, small businesses and their Army and industry partners can drive Army priorities and support modernization efforts. Announced at the October 2022 Association of the United States Army Annual Meeting and Exposition by the Under Secretary of the Army, Hon. Gabe Camarillo, the Army SBIR CATALYST Program is one of five initiatives incentivizing the Army’s collaborative efforts with industry. The Army SBIR CATALYST pilot launched in February 2023, followed by the second iteration of the program, unveiled at the October 2023 AUSA Annual Meeting and Exposition. The Army SBIR Program will select up to five small businesses for new CATALYST contracts — totaling up to $75 million over the duration of their potential awards. To ensure the U.S. can overcome any adversary, the current Army SBIR CATALYST Program prioritizes ecosystems such as artificial intelligence and machine learning; autonomy; climate and clean tech; contested logistics and sustainment; immersive and wearables; and sensors. The Korea Defense Veterans Association (KDVA) is a nonprofit organization registered in Virginia with operations throughout the United States (U.S.) and the Republic of Korea (ROK). KDVA’s mission is to enhance the ROK-U.S. Alliance and support the Veterans who built the Alliance and continue to serve it. We are guided by our values of selfless service, being non-partisan, respecting the voices of our members and supporters, being dedicated to our mission and our members, educating Americans and Koreans about the importance of the Alliance and our Veterans, and connecting our members and supporters in person and virtually. KDVA is thankful for our unique position of being a Veterans organization and an Alliance thought leader. Our Board of Directors and Advisors volunteer to provide their leadership, expertise, and selfless contributions to ensure KDVA operates as a respected and recognized voice in the United States and Korea. KDVA’s first Strategic Plan took a comprehensive look at the current state of the organization and took into consideration our strengths, weaknesses, opportunities, and threats so that we can develop strategic objectives, actions, and budgets to guide KDVA for the next five years. Through this process, the Association learned that we need to dedicate our time, effort, and resources to reaching more people, providing meaningful events and activities, bringing people together in person and online, and supporting our members with programs and opportunities to contribute their experiences and insights. KDVA wants this plan to be a coherent, practical, and living document that will allow the organization to accomplish its mission while attaining responsible and sustainable growth. In its first 7.5 years, KDVA has grown to over 35,000 members and 106,000 social media followers. But with this strategic plan, KDVA aims to reach more of the 3.5 million ROK and U.S. Korean War Veterans and 3.5 million ROK and U.S. Korea Defense Veterans ... and millions of their family members, friends, and supporters. KDVA greatly appreciates our fundraising partner, the Korea-US Alliance Foundation (KUSAF), for raising over 90% of KDVA’s funds. The EDA Recompete Pilot Program is arguably one of the most ground breaking and important funding opportunities ever released in the U.S. The Greater Memphis Chamber Foundation phase 2 Recompete proposal, in partnership with Seeding Success, CodeCrew , @Next Memphis, Tech901 , @the Collective Blueprint and Start Co. Co, is focused on 91 persistent poverty census tracts where PAEG rates for African Americans are severe . Our proposal focuses on the power of place and builds bridges between employers and neighborhoods. The communities within the qualifying census tracts were once thriving African American neighborhoods, impacted first by the loss of 10,000 direct and indirect jobs from the closing of the Firestone plant in 1983 and the International Harvester plant in 1985. Over the years, disinvestment has left the eligible census tracts with nine brownfields, 32 opportunity zones, and housing vacancy rates of nearly twenty percent. With strategic public private partnerships and investments we can and will forge a new path for Memphians !

USCG/USPHS/NOAA Retirees & Annuitants: The CG Pay & Personnel Center (PPC) will continue to issue monthly retired & annuitant pay, beginning 1 Jan 2025, including allotments to TRICARE contractors (effective 1 Jan 2025), regardless of a government shutdown. Coast Guard retired pay is now funded through the DoD Military Retirement Fund (MRF). CG PPC still administers all CG retired pay, but instead of citing a CG accounting line for pay when sending files to the U.S. Treasury, PPC cites the MRF account. In a parallel action, the CG still receives the CG Retired Pay appropriation from Congress, but instead of directly funding retired pay, the CG executes a monthly contribution to the MRF based on the same calculation formula that DoD Services use. CG participation in the MRF provides an additional level of assurance that retired pay can continue to be executed during a government shut down. ... a "violent attack of sanity." Now for "that body that engages in occasional random acts of after-sight" do your constitutional duty and pass an appropriation.

🚨 Announcing the New Implementation Plan for Strengthening America’s Defense Industrial Base 🚨 I’m honored to be an integral part of executing the Department of Defense’s (DoD) new National Defense Industrial Strategy Implementation Plan (NDIS-IP). Today, the Office of the Assistant Secretary of Defense for Industrial Base Policy (OASD(IBP)) unveiled this critical plan, detailing the ongoing and future actions needed to modernize and secure our defense industrial base. This initiative outlines six cross-cutting programs designed to ensure a more resilient defense ecosystem. From collaboration across DoD components and Services to vital partnerships with industry, international allies, and stakeholders, this strategy underpins the effort required to reinforce our industrial base. 📈 The NDIS-IP addresses a unified commitment to strengthening industrial capacity, building resilience, and reducing risks across the board. This will involve: • Key partnerships with private industry, academia, and international allies, • New OTAs under the Defense Industrial Base Consortium (DIBC) for rapid research, including the recently announced request for white papers on “Critical Chemicals for Defense,” • Support from Congress as a cornerstone of sustainable security.
