Omni Federal is pleased to announce a recent award to lead the development of SOCOM’s Enterprise Training Marketplace within Digital University. SOCOM recognized a need for a comprehensive, secure, and user-friendly marketplace where SOCOM units can easily explore, select, purchase, and manage approved training from reputable vendors. Speed, convenience, and flexibility are the three core principles of this simplified procurement process. SOCOM requires an Amazon-like platform with automated procurement features that can be easily changed and adapted to meet evolving mission requirements. This single mission-enabled platform will allow users to acquire the necessary training needs of Joint Special Operations Command (JSOC), Theater Special Operations Commands (TSOCs), Special Missions Units (SMUs), and SOCOM service components. We leveraged a deep understanding of SOCOM’s distinct enterprise training requirements to conceptualize a unique SOCOM Training Marketplace design within Digital University. Our initial focus is to create a streamlined user interface and enhance the user experience for effortless navigation through the extensive pool of 100+ SOCOM-specific vendors. To capture SOCOM stakeholder needs, Omni is applying our commercially proven Human-Centered Design process adapted to meet the mission and security needs of DoD agencies. Our scope of work includes integrating an easy-to-use and streamlined procurement process, initially developed, and validated by the Digital University Program Team to expedite the acquisition of training resources. The specific and unique SOCOM Training Marketplace procurement process seamlessly aligns with the well-defined and strategically crafted set of Digital University acquisition stages, enabling integration of the two to meet specific training requirements established by the SOCOM enterprise. Good article. I relate how our #defense #industrial base operates off of the “Lovejoy model” where we are operating on balancing #information , #inventory , and #capacity, while realizing there is a #cost to inventory, but you need the #relevant connections to build #data to driving understanding the information, and you need #time and #money to build capacity. On August 30, the U.S. Department of State announced a significant settlement with RTX Corporation, formerly known as Raytheon Technologies, over 750 violations of the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR). This settlement resolves issues related to unauthorized exports of defense articles, including classified materials, improper jurisdiction and classification, and unauthorized exports to proscribed destinations. Key Points of the Settlement: 1. Violations Addressed: The violations include unauthorized exports due to failure to establish proper jurisdiction and classification, unauthorized hand-carrying of defense articles to restricted destinations, and breaches of the terms and conditions of DDTC authorizations. 2. Voluntary Disclosure: RTX voluntarily disclosed all the alleged violations to the Department of State and cooperated fully with the subsequent compliance review conducted by the Office of Defense Trade Controls Compliance. 3. Civil Penalty: RTX will pay a civil penalty of $200 million, with $100 million suspended on the condition that these funds will be used for Department-approved remedial compliance measures under the Consent Agreement. 4. Compliance Measures: RTX has agreed to enhance its compliance program significantly. This includes engaging an external Special Compliance Officer for at least 24 months to oversee the implementation of the Consent Agreement. The agreement also mandates at least one external audit of RTX’s ITAR compliance program. Department's Role: - This settlement underscores the U.S. Department of State's commitment to furthering national security and foreign policy objectives by ensuring strict control over the export of defense articles. It also highlights the critical importance of adhering to export regulations and obtaining proper authorization for exporting defense-related materials. - This agreement reflects the Department's ongoing efforts to ensure compliance with U.S. export laws and to protect national security through the diligent oversight of defense exports. The Department of State's action against RTX serves as a reminder of the importance of maintaining rigorous compliance programs to prevent violations of export regulations. ICYMI Last month, the U.S. Naval Research Laboratory hosted the Alan Berman Research Publication (ARPAD) Awards Ceremony. Here, 3 awards were presented by NRL Commander, CAPT Jesse Black: the ARPAD Award, NRL Edison Award, and the Technology Transfer and Transition Award. The ARPAD award was established by Dr. Alan Berman, NRL's fourth Director of Research, to recognize the best published technical writing(s) in each scientific division. Its purpose is to provide continued impetus to superior technical writing and achievement of NRL's publication goals, which are: to stimulate Navy research in basic and applied science, to document and disseminate professional knowledge throughout the Government and the scientific and technical community, and to enhance the prestige of NRL and the scientific profession in the Federal service. The NRL Edison Award is an annual award, which was established in January 1991 to recognize NRL employees and their patent attorneys for outstanding patents issued to NRL during the preceding calendar year. The award recognizes significant NRL contributions to science and engineering as demonstrated via the patent process. Military personnel may receive this award when the patent is related to a group effort that also includes civilians. Last month Under Secretary of Defense for Research and Engineering Heidi Shyu asked the Defense Science Board "to undertake a study and provide recommendations on the DoD's current understanding of, and attention to, operations in a postnuclear weapon employment environment." https://lnkd.in/eDbN-kzF This promises to be a rigorous and informative study. Per the NDS, NPR, and CWMD Strategy, ensuring preparedness (across the DOTMLPF-P spectrum) of the joint force to survive, operate, and prevail on a nuclear battlefield must be a priority for the Department. Especially a limited use battlefield. If limited adversary nuclear use can stop our conventional fight in its tracks, that is a significant vulnerability - no matter how many low-yield nuclear options we have. Congress is also taking note. The FY25 NDAA includes a provision requiring “a program to develop requirements for procurement, pre-positioning, and maintenance of medical countermeasures approved, cleared, licensed, or authorized by the Food and Drug Administration to diagnose, prevent, and treat acute radiation syndrome and thermal burns.” This new DSB Permanent Subcommittee on Threat Reduction report comes on the heels of a report the subcommittee released over the summer on "Future Considerations for Chemical Weapons Demilitarization." The study concluded that "the Department should ensure the maintenance of a chemical weapon D3 [disable, destroy, or demilitarize] program that develops and sustains scalable technologies and expertise for fielding at relevant timescales; develops and demonstrates capabilities to address anticipated threats; and ensures periodic field testing and operational exercises to demonstrate readiness and message U.S. commitment to eliminating CW." The stunning and hopeful events in Syria reinforce the importance of such a program.

The U.S. Army is rethinking its approach to electronic warfare (EW) and signals intelligence (SIGINT) by separating its previously integrated Terrestrial Layer System-Brigade Combat Team (TLS-BCT) into two distinct systems. This shift comes after operational demonstrations revealed that combining EW and SIGINT on a single platform did not deliver the anticipated efficiencies. The new strategy will allow for more specialized, flexible operations at different echelons, with SIGINT focused on higher levels such as divisions and corps, while EW will be tailored for quicker, more agile use by smaller units. This change aims to enhance the Army's multi-domain operations, especially in response to the rapid pace of modern conflicts like those seen in Ukraine. To achieve this, the Army is exploring commercial and government-owned solutions that can be adapted for their needs, focusing on leveraging existing technologies rather than developing new, custom systems. This includes using commercial sensors and incorporating artificial intelligence and machine learning for real-time signal classification and reprogramming. The Army plans to finalize this new architecture by 2025, with prototypes expected in 2026. The 2024 Defense Acquisition Workforce Writing Awards recognize original ideas and innovative approaches to tackling challenges and implementing acquisition flexibilities. The award winners showcased exceptional skill in enabling acquisition and achieving the goals set out in the National Defense Strategy (NDS) and were awarded at the event. “I’ve never seen a defense strategy that had so many phrases that tell you we need to do things differently,” noted DAU President Jim Woolsey. “Organizations don’t change easily,” Woolsey remarked. However, the acquisition community must innovate and adapt to address new challenges arising from the evolving global environment, near-peer competitors and rapid technological advancements. DoD has received “massive wake up calls” with lessons learned from evolving conflicts. These awards highlight the value Congress places on the workforces’ innovative ideas. The winners received their awards and presented their publications to program management students and guests during a ceremony at DAU on June 12, 2024. Team SUPSHIP, Sharing the CNO’s recently released Navigation Plan outlining her strategic guidance to the Navy. I’ve included the full plan along with a one page overview. Her message has two primary threads: 1 – Readiness for conflict with the PRC by 2027 2 – Enhancing our long-term advantage over potential adversaries Maintaining a high state of readiness today while also ensuring our fleet of tomorrow has the advantage we’ve historically enjoyed are often at odds with each other and underscore the challenge our Navy has. We here at SSGR play a significant role in both. I anticipate COMNAVSEA to update their strategic plan to align with the CNO’s and we’ll align internally here to support the enterprise but I’ll be blunt; our most imported role in supporting what the Nation, Navy, and CNO needs from us is and will be the same – more combat ready submarines in the hands of sailors and continued progress towards a 2 VCS + 1 CLB delivery cadence.
