A fascinating new report from Silicon Valley Defense Group tracks the latest figures regarding private raised and federal awards to the 100 leading venture-funded, national security focused (and dual-use) startups. The headline figures of $52.9B in private capital raised to date versus $21.8B in federal awards serve to illustrate the very real gap between the surge in venture capital funding for defense technology and the U.S. government's spending on substantial contracts to startups. Further analysis paints an even starker picture. SpaceX, the number one finisher, accounted to fully 81% of the $22B in federal awards, or almost $18B, while accounting for some $9.8B in funding. I would go one step further, and subtract the figures for the other company founded by a very high net worth individual, Anduril Industries (SpaceX was, or course, founded by Elon Musk, and Anduril by Palmer Luckey - both deep pocketed visionaries). That paints an even starker picture, taking us from $22B in contracts for $53B in investment (42 cents on the dollar) to approximately $3.5B in contracts for $41B in investment (only 9 cents on the dollar). The lesson here, if there is one, is that is pays to be well provisioned when attempting to cross the defense technology "valley of death."

Supply chain resilience is a critical topic, so I was pleased to be able to testify at a hearing last week at the International Trade Commission on that topic. For dairy, supply chain resilience is about ensuring policies facilitate the flow of goods, including through a robust trade policy that gives U.S. dairy preferential access to export markets. Supply chain resilience can't exist for dairy without a comprehensive trade policy.

The OMB Memo on Building our Best released 10/23/2024 should be a welcomed memo for the acquisition workforce. https://lnkd.in/ghPKmh2X Many agencies, like GSA, abandoned the requirement for individual development plans (IDPs) even though there are continuous learning requirements for the acquisition workforce after obtaining certification. Because of this, there is no requirement of supervisors to formally and routinely discuss and track progress or achievements as there once was. This is one reason why we see the skill gaps that we do in the acquisition workforce today. A further trickle down effect from the lack of focus on formalized IDPs is a sometimes misperception by personnel that they must leave the agency to pursue desired training opportunities to gain the breadth and depth of knowledge needed to move up the career ladder. Many employees have difficulty asking for training, receive little guidance on their skill gaps and the best training for them, and sometimes see others getting training they would like but aren't sure is available to them. This can cause people to look elsewhere at agencies who message this part of their culture better. It can create a revolving door effect in some agencies given the frequency of turnover in the acquisition career field and shortage of trained resources. As a component of agencies getting workforce members training to close these gaps, strategic planning must also occur. Projecting retirements, ensuring knowledge transfer, and projecting future skill gaps and how to start filling those now for the future is critical. This ties in to the need for formalized IDPs and slowing turnover. I spoke about this topic last Friday on a webinar with GovPort and how, between my positions as a Branch Chief and Chief of Contracting at USACE (as well as an Acquisition Career Program Director), Contract Awards Director at FAA in OKC, and Senior CO and Acquisition Workforce Training and Development Coordinator at GSA, I developed a 360 workforce skill gap analyses of my staff (or for my organizations) to identify existing gaps from the perspective of the individual employee, supervisor, and stakeholder. I then created QA/QC SOPs and training/development and hiring plans to address them. These analyses also help predict the ability to realistically and successfully take on additional end of FY workload or surge requirements such as emergency or contingency response efforts. Lots of uses and a very painless process. (Hint: For Feds, I offer this service on MicroMarket.co.) Overall a much needed boost and renewed focus on training where it can make a huge difference in the Government’s dealings with industry. It can create an overall more efficient and effective acquisition experience for everyone to the benefit of the public.

The Alliance for Commercial Technology in Government has just issued its review and commentary on the PPBE Commission's Final Report. The report was a Tour de Force, chock full of recommendations to modernize the United States Department of Defense's antiquated budgeting process. The Alliance's mission is to make the DoD the indisputable first, best stop for every innovator with a hot new idea that could keep the USA ahead of its adversaries. The current acquisition process is widely regarded as antagonistic towards commercial startup companies, consigning them to work in the commercial world or with our adversaries first, putting our warfighters and taxpayers at a dangerous disadvantage. While most of the report and its recommendations were directed inwards towards fixing internal obstacles within the bureaucracy, many of the recommendations will have direct impact on how the DoD is perceived, and acts as a first customer. While we wholeheartedly endorse all the recommendations in the report, our assessment points out those suggestions that would most impact the ease at which innovators can scale up their sales within DoD such that DoD becomes the obvious best first stop. https://lnkd.in/eYnjn-HR

The final rule makes administrative updates to align with current practices, procedural processes related to the launch of MySBA Certifications, and then a few notable updates.
