Yesterday, Michael Puckridge from DTEX Systems and I taught the Insider Threat Program workshop at the 2024 ASIS International ACT Chapter Security and Government Expo (SAGE). It was a great session with good audience participation and questions. If you couldn't attend, here are 4 takeaways that resonated with attendees: 1️⃣ Insider threat detection uses analytics and workplace reporting (eg hotlines) 👉 but the greater objective is a trusted workforce where people feel safe to raise concerns, not a surveillance state. 2️⃣ One legislative driver for insider risk programs in government is the often overlooked PGPA Act ‘Fraud Rule’ 👉 this legislates prevention, detection and response applicable to many forms of insider risk. 3️⃣ Vetting and insider risk management are separate but related functions 👉 in my view they will become interdependent in say 3-5 years. 4️⃣ Using technology, investigations can remain anonymous to protect privacy and avoid bias 👉 once a legal threshold is reached and approvals sought from an authorised officer, they can de de-anonymised. would like to see a little bit more stick, but its a start (still a slow process) Receiving AOs have the right to refuse participating in reciprocity with another organization due to insufficient content demonstrating an informed understanding of the security posture, risk assessment of the system, and the rationale for the risk determination as defined on the RMF KS, or due to excessive risk to the enclave or site, as determined by the site AO. However, the Receiving AO must document and report this refusal to the Granting organization’s AO within 10 business days. If a refusal does occur, both organizations will continue to work, and re-work, the ATO package to reach an agreement, if at all possible. When AOs cannot reach an agreement to leverage re-use and reciprocity, both parties must use the following resolution process to gain assistance in resolving the impasse: 1. If a conflict arises, due to reciprocity refusal there should be an attempt to resolve it at the AO level. This could include, but not limited to, the Granting AO conducting new assessments. 2. If the conflict cannot be resolved at the AO level, the RMF TAG Secretariat will be notified and the RMF TAG Chair will attempt to mediate the dispute as appropriate. 3. If the RMF TAG Chair cannot reach a resolution, the issue will be taken to the AO Council, chaired by the DoD CISO, who will serve as a mediator for the dispute.

Riffing this evening, but I have started drafting a dedicated data complement to the Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5120.02F (Joint Doctrine System), that specifically addresses and integrates the DoD Chief Data and Artificial Intelligence Office (CDAO) guidelines into the following Section 153, Title 10 US Code functions: (2)Strategic and contingency planning.—In matters relating to strategic and contingency planning—(A)developing strategic frameworks and preparing strategic plans, as required, to guide the use and employment of military force and related activities across all geographic regions and military functions and domains, and to sustain military efforts over different durations of time, as necessary; (E)preparing joint logistic and mobility plans to support national defense strategies and recommending the assignment of responsibilities to the armed forces in accordance with such plans. (4)Comprehensive joint readiness.—In matters relating to comprehensive joint readiness—(E)establishing and maintaining, after consultation with the commanders of the unified and specified combatant commands, a uniform system of evaluating the preparedness of each such command, and groups of commands collectively, to carry out missions assigned to the command or commands. (5)Joint capability development.—In matters relating to joint capability development—(A)identifying new joint military capabilities based on advances in technology and concepts of operation needed to maintain the technological and operational superiority of the armed forces, and recommending investments and experiments in such capabilities to the Secretary; (6)Joint force development activities.—In matters relating to joint force development activities—(B)formulating policies and technical standards, and executing actions, for the joint training of the armed forces; (F)advising the Secretary on the development of joint command, control, communications, and cybercapability, including integration and interoperability of such capability, through requirements, integrated architectures, data standards, and assessments. I am honored to be part of the Global AI Advisory Council for CompTIA. Last week in Atlanta, the Council discussed ways to support the tech community during times of rapid change and industry anticipation. Separately I want to thank my fellow panelists Corey Kirkendoll, MBA, CISSP, CCSA, CHP, CCIE, David Tan, and moderator Chris Phillips for their valuable contributions to the CompTIA ChannelCon Panel on Myths and Impact to Get AI Started. Here are some key takeaways from the discussion: 1. AI is Too Expensive: - Explore opportunities in the decreasing cost of compute by offering lower-cost shared services. - Use pay-as-you-go models, automate limits, and focus on pilots and proof of concepts to free up resources for high-value activities. 2. AI Will Replace Human Jobs: - Use AI to enhance team roles and unlock potential for higher-value activities. - Focus on augmenting jobs to increase quality and efficiency. 3. AI is Too Complex to Implement: - Start with existing infrastructure and AI-infused automation. - Begin with small wins in areas like demand generation, marketing, and sales. 4. AI is Only for Large Enterprises: - Mid-market companies will benefit from AI more than large enterprises. - The coming decade will see successful solopreneurs leveraging AI. 5. AI is Not Secure: - Educate the market on the security aspects of AI, including private instances and training data. To increase productivity and revenue: - Evaluate your value chain for operational improvements using AI services. - Focus on resourcing, marketing, sales, customer support, and task management. To enhance productivity: - Integrate AI into your tech stack and marketing strategies. - Experiment with AI in daily tasks and engage with AI groups for learning and support.
