OPINION: Finbarr Murphy: We have a new Government for the first time in 14 years. There will obviously be concerns in the industry about keeping the momentum of data and tech initiatives despite the changeover of power. But Labour’s focus on data and AI is promising for the future of the UK tech sector. They are prioritising the construction of data centres, ease procurement for start-ups, and establishing a national data library to harness the power of technology for economic growth. Importantly, Labour is committed to strengthening AI regulations for an innovative yet responsible approach to emerging technologies. Their plan to replace voluntary AI testing agreements with a statutory regime will compel AI firms to share their technology's test data, ensuring greater transparency and safety. This proactive approach will improve trust in emerging tech, hopefully encouraging wider use across public sector, positioning the UK as a leader in the digital economy. Major government shake-up of tech and AI announced today... Beyond the headlines about "Humphrey" (yes, a “Yes Minister” themed AI tool), there's interesting signals here. Lots of meaty stuff worth unpacking as part of the ambition towards £45bn in annual productivity savings. So what caught my attention? ______________________________ 𝟏. 𝐀𝐥𝐥 𝐢𝐧 𝐨𝐧 𝐩𝐞𝐫𝐬𝐨𝐧-𝐜𝐞𝐧𝐭𝐫𝐞𝐝 𝐝𝐞𝐬𝐢𝐠𝐧 I’m a big fan of technology change programmes providing cover to truly understand how people engage with services, and redesigning interactions with their needs in mind. So its great to see a push for designing around people, not departments. They’ll be a Responsible AI Advisory Panel including frontline workers and new team in DSIT championing this. Starting with long-term health conditions and disabilities - where people currently navigate a maze of 40+ services across 9 organisations. Exactly the right place to start. ______________________________ 𝟐. 𝐌𝐨𝐝𝐞𝐫𝐧 𝐟𝐮𝐧𝐝𝐢𝐧𝐠 𝐟𝐨𝐫 𝐦𝐨𝐝𝐞𝐫𝐧 𝐭𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 Treasury are finally recognising that funding tech like building hospitals (big upfront investment, small maintenance budget) doesn't work anymore. In recent weeks, there has been a flurry of conversation around California's proposed bill SB 1047. This legislation, which aims to regulate AI developments, has sparked widespread debate within the tech community. The controversy primarily revolves around whether the bill will stimulate innovation or stifle it. Firstly, critics argue that the bill could potentially hamper California’s ability to retain its AI talent and maintain its status as a hub for technological innovation. They believe that the regulations imposed by the bill are overly restrictive and could deter startups and other smaller entities from pursuing innovative projects in AI. Further, they suggest that the bill may inadvertently favor larger tech companies who have the resources to navigate these regulatory hurdles, thereby stifening competition. Secondly, concerns have also been raised about the bill's potential impact on open source development. Critics argue that the bill, in its current form, does not adequately cover "base models," where more than 99% of computational power is used. They worry that this oversight could result in loopholes that allow larger entities to bypass the regulations. Additionally, they express concern that the bill could make it impossible for developers to comply if certain constraints aren't removed. Lastly, while the federal government has made significant progress in implementing the Executive Order (EO) requirements related to the bill, verifying their implementation remains a challenge. Updates on EO-related activities are often unclear and hard to find. There is a disconnect between the actions listed in White House Fact Sheet and actual EO activities, which adds another layer of complexity to understanding full implications of this issue.
