Federal deregulation means little if states are allowed to turn back the clock. While the FCC talks the talk on eliminating outdated regulations, California’s Public Utilities Commission (CPUC) is busy dragging the VoIP industry back to the legacy telecom era. Under the guise of consumer protection and market oversight (yet lacking a shred of evidence that either is needed), the CPUC is inching toward utility-style regulation of VoIP, threatening innovation and, perhaps more troublingly, using VoIP as a backdoor to regulate broadband infrastructure. The Cloud Communications Alliance and Cloud Voice Alliance saw the danger and filed a petition with the FCC, asking for clarity and protection. That petition? It’s gathering dust on Chairman Brendan Carr’s desk. Chairman Carr — the VoIP and broadband community is watching. Deregulation at the federal level means little if you allow states to undo it unchecked.
