Bold decisions in uncertainty: electric roads as a key to climate transition How can Sweden and Europe achieve their climate goals while strengthening competitiveness? Electric roads and advancements in battery technology present transformative solutions for fossil-free transportation, energy independence, and economic security. At today’s seminar at the Sveriges riksdag, we explored the electrification of the transport sector and innovative pathways for a sustainable future. Here are the key takeaways: 🕵🏼♀️ See the vision – beyond today’s solutions Rethinking transportation requires boldness. The vision of an electrified society extends beyond batteries and charging stations—it’s about constructing a future-ready transport ecosystem. Fast chargers are a solid step, but they mimic the limitations of fossil fuels. The future lies in thinking beyond the gas tank and the charging cable. Electric roads provide seamless charging during driving, establishing infrastructure designed for an electric and autonomous society. 🌏 Consider the whole picture Electrification is not just about replacing one fuel type with another. It demands a holistic approach—evaluating battery lifecycle value, resource dependencies, industrial needs, and new driving patterns. Incorporating all modes of transport and analyzing alternative costs make electric roads a cost-effective and scalable choice. 🇸🇪 Sweden as an innovation leader Sweden has the skills and potential to lead Europe toward climate neutrality. However, leadership requires the courage to make decisions even in times of uncertainty. If we aim to be a role model, we must act decisively and ambitiously. What do actors really mean when they mobilize transition-related terminologies such as “mobility transition”? And why is it important to understand potentially differing meanings of the same term? These are two of the main questions that Tom Hawxwell and I address in our recently accepted paper, "The polysemous nature of the German Verkehrswende—Exploring the role of floating signifiers in shaping mobility futures" published in Environmental Innovation and Societal Transitions. The term Verkehrswende (German for "mobility transition") is widely used to describe the necessary transformation of Germany’s transport sector. However, it is a polysemous term—one that carries multiple, sometimes contradictory meanings. Our study examines how Verkehrswende functions as a floating signifier, a term whose meaning is continuously contested by different actors, shaping competing visions for the future of mobility in Germany. We apply discourse network analysis to examine German newspaper discourse and map the evolution of problem and solution framings that are used to describe the Verkehrswende as well as the discourse coalitions that form around these framings. This approach allows us to identify key shifts in how Verkehrswende has been used and how different actors have strategically adapted their discourse strategies. What did we find? 1️⃣ Floating signifiers can enable coordination: Despite diverging interests, actors from different sectors (government, industry, NGOs) rally around a shared term, often creating an illusion of consensus while masking underlying conflicts. 2️⃣ However, they are also vulnerable to capture: Incumbent actors can strategically co-opt the meaning of Verkehrswende to align with their interests, potentially locking in incremental rather than transformative change. 3️⃣ Moments of crisis reshape meaning: Major events (e.g., COVID-19 and the recent energy crisis) trigger shifts in how the term is framed, allowing new narratives to gain traction or reinforce existing power structures. 4️⃣ Discursive framing struggles influence the speed and direction of socio-technical change: We introduce repugnostic framing, a new discursive strategy in which actors do not merely promote their own vision but actively work to delegitimize competing interpretations, reinforcing polarization and potentially hindering policy-making processes. I had the privilege of participating in this year’s Genshagen Energy and Economy Dialogue under the theme: "Green Weimar Triangle: Shaping the Sustainable Future of European Industry Together." Stiftung Genshagen and Germanwatch e.V. organized the event in collaboration with AHK Polska and Ambassade de France en Allemagne. It brought together nearly 50 high-level participants, including government representatives, energy-intensive and cleantech industry leaders, and top European think tanks from Poland, France, and Germany. Together, we explored strategies for a cohesive, Clean Industrial Deal aligned with the EU’s climate neutrality goals and its pursuit of economic resilience and competitiveness. Key takeaways from our discussions on the Green Weimar Triangle’s potential include: ✅ Prioritising the EU’s climate neutrality target while maximizing economic benefits from pioneering green policies. ✅ Strengthening competitiveness and resilience through forward-thinking investments and infrastructure. ✅ Embracing diverse national contexts and leveraging opportunities within the Single Market. The dialogue underscored the immense economic, social, and geopolitical challenges faced by industries in all three nations. However, it also highlighted the necessity—and the potential—of European collaboration to meet these challenges. What an incredible experience at the DVNE-Sommerfest! The event was not only a blast but also highlighted some critical discussions about the future of Carbon Dioxide Removal (CDR). Key Takeaways: 🌍 CDR as a Major Economic Sector? CDR holds the potential to become a significant economic sector. The EU and Germany have a unique opportunity to lead this charge, potentially creating hundreds of thousands of jobs while stabilizing our climate. It will be fascinating to see how political parties position themselves, as robust frameworks are essential to help this sector thrive. In the industry, emission reduction remains crucial, and CDR can play a significant role if it is feasible and maintains competitiveness. Just like the ETS and CBAM frameworks support emission reduction, similar structures are needed for CDR, with some suggesting that CDR could even become part of the ETS. 🌟 DVNE's Impact Beyond the insightful discussions, it was a joy to engage with all the passionate individuals on the rooftop in Berlin. 💡 Last week, at the "Youth4Innovation: Design Thinking for Climate Action" event, our colleague Giovanna Matrone represented Dumarey Automotive Italia. The half-day workshop was organized by Connect4Climate in collaboration with Politecnico di Torino and the Italian Network of Universities for Sustainable Development, as part of an exciting week of events leading up to the G7 Ministerial Meeting on Climate, Energy, and Environment, scheduled to be held in Turin in these days. 🔄 Students from four different nations and representatives from four companies convened at the #CircularEconomy table to discuss the impact of regulatory requirements and the innovative approaches that railway companies must adopt to address vegetation clearance from the network, ensuring #sustainability and #safety simultaneously. The final ideas were presented during a plenary session attended by all students, companies, and representatives from PoliTo and the Ministry of Environment and Energy Security. 🌍🌱
