Interesting Perspective Gondai. As input: like a PTZ, drone surveillance can only currently be seen as active surveillance. The probability of an event sporadically ocurring in the flight path of a drone and being detected is sparse. Hence it's value lies in investigation of an event - the need for passive surveillance and detection becomes more significant. Detection cameras and sensors are required to activate the drone's investigative function. It is not effective as a detection mechanism. Privacy: Everywhere in public people have a reasonable expectation to privacy, and enjoy the right not to be searched without consent and justification. It is reasonable to expect privacy beyond the visual acuity of another human being. That is you cannot expect privacy if you are doing something that any human in the public space could see. However once you and your person start being observed by high resolution, magnified optics we are going beyond a reasonable expectation to privacy, and in fact conducting a search of a person. Here is an ethical and potentially legal quagmire. 2025 will undoubtedly mark a move to autonomous surveillance though - integrated with fixed detection devices and sensors
