Fascinating read, and some very smart tech deplomacy largely driven by the Department of Commerce. Triggered some broader thoughts on the strategic competition with the PRC, which requires a sustained (transcending successive administrations) whole of government campaign. This campaign requires clearly defined, long-term national-level objectives that are deliberately coordinated across different governmental agencies. While there are successful examples of such efforts, more could be done to better articulate such a campaign and its objectives. I.e., which agency owns what objective and how are the other agencies expected to support. The objectives / goals could be a little crisper IMO. With this in mind, the National Security Strategy (NSS) should ideally offer more detailed guidance on setting these goals and enhancing inter-agency cooperation to achieve them. While I recognize that this detailed implementation often occurs behind the scenes, I wonder if publicly outlining these goals/objectives could help maintain better focus and alignment.

EU and US Approaches to Big Tech: A Conversation with Margrethe Vestager American Enterprise Institute 10 Apr 2024 #livestream #live #aei Rapid developments in artificial intelligence have policymakers on both sides of the Atlantic scrambling to respond. The EU’s recently approved AI Act would regulate a wide range of applications deemed to pose privacy, national security, product safety, and other risks. The Biden administration’s executive order on AI has adopted a similarly multifaceted approach, touching on discrimination, fraud, immigration, biothreats, and other issues. The EU, with its Digital Markets and Digital Services Acts, also continues to play a leading role in regulating the broader technology sector. Meanwhile, American antitrust policymakers appear to be moving in the direction of their European counterparts, with their attention shifting from preventing harm to consumers to seeing company size and market size as intrinsically problematic. AEI’s Stan Veuger welcomes Margrethe Vestager, Executive Vice President of the European Commission for A Europe Fit for the Digital Age and European Commissioner for Competition, for a conversation about AI governance, technological progress, and transatlantic economic cooperation in the face of increased geopolitical tension.

Lifted from an article in the Guardian: 'Russia and other adversaries of the UK are trying to use artificial intelligence to enhance cyber-attacks against the nation’s infrastructure, the cabinet minister Pat McFadden will warn at a Nato conference in London on Monday. The chancellor of the Duchy of Lancaster will announce the creation of a research programme in London, called the Laboratory for AI Security Research (LASR), to keep on top of emerging threats as he warns there is a risk that Russia will try to knock out the electricity grid.' All well and good, not something that is terribly surprising, except perhaps the Government trying to get ahead of the AI game. We'll have to see how that goes! But what's the danger to you? Obviously if they knock out the grid then that's going to have a huge impact but what if the just attack individual companies. Are SME size businesses a target? Remember that SMEs make up over 90% of the UKs GDP so you better believe that they are a target. Disrupt business at that level and you disrupt the UKs ability to generate revenue at a time when we are desperately needing to increase growth. So SMEs, you are a very real target and you need to take notice of that now, not when it's too late.
