Space has become increasingly vital to the security of the Euro-Atlantic region. NATO allies must enhance cooperation to address these evolving challenges, particularly those arising from potential military activities in space. A team of researchers, including #NSRIFellows Dr. Michelle Black and Dr. Deanna House, from the NATO Science & Technology Organization (STO) and NATO Headquarters Supreme Allied Command Transformation (HQ SACT) carried out a wargame on space deterrence last month, bringing together 37 participants from nine NATO Nations. Such a framework would employ a full spectrum of deterrence options, and both national and NATO instruments of power (IoP). Space underpins the Alliance’s deterrence and defence missions, including the ability to navigate and track forces, position and target assets, and gather intelligence for informed decision-making. Space also enables the world economy, and its economic importance will continue to grow with future space travel and commerce. As the space domain becomes more contested and congested, there is an increased need to ensure its responsible use, and to protect space assets from growing threats. The war in Ukraine offers several lessons for the U.S. Department of Defense and the U.S. Space Force (USSF). While focusing on the ground-based components of space systems and on the importance of integrating data from space capabilities at the battle-edge, this chapter highlights lessons including prioritizing satellite/terrestrial force integration, attack preparation, and data access provision. Altogether, these war observations should spur the USSF to 1) evaluate priorities and investment decisions to see if they adequately reflect the importance of integration, networks, and other components of the ground-based segment of space systems, and 2) incentivize the United States to accelerate changes to regulations, policy, bureaucracy, systems, and operations to reduce barriers to sharing access to higher-end U.S. military space capabilities.

Today I had the opportunity to ask the final question at this panel in the 2024 Royal United Services Institute Space Conference. Perhaps I felt under pressure to make it sharp and snappy when I referred to a couple of public figures as examples ... 🙋🏻♀️ 🤔 The question in my head was on the prospect of change with regard to the leading role of the US in NATO and whether other prominent allied space actors may seek strategic alliances with adversaries under the evolving geopolitical environment - and how that could impact long standing protections and defend approaches…..? [MEETING]🤝 NATO Space COE has the custodianship of Space doctrine! Indeed: ➡️In December 2023: the review phase was concluded by the publishment of official #Space doctrine task, and the development phase has started. ➡️Last month: the custodianship originally covered by CICDE (the French Joint Centre for Concepts, Doctrines and Experiments) was transferred to NATO Space COE at the occasion of a #doctrine writing team meeting, hosted by CICDE in the majestic setting of the Ecole Militaire in Paris. ➡️Now: NATO Space COE is proud to take the custodianship of Alliance Space operations doctrine: AJP 3.29. Why a space doctrine?📄 In 2019, NATO declared Space as a new operational domain which was followed up with identification of steps necessary to implement this new domain. One of the steps identified as necessary to fulfill this process was the introduction of a new Space doctrine!🛰️ CICDE - Centre Interarmées de Concepts, de Doctrines et d'Expérimentations NATO Allied Command Transformation (ACT)

Encouraging to see U.S. Congressional leadership recognizing the vital role NATO can/must play in developing space security cooperation. ““If we are going to counter this increasing threat, we must work with like-minded allies and partners. In our engagements with Luxembourg, France, and Italy, we were encouraged to find partners who not only openly acknowledge the threat but have started to realign their own organizations and industrial base to respond. Ultimately our success is going to depend on how well we work together via bilateral agreements and multilateral alliances, like NATO, to build resiliency and support deterrence in space. Capabilities like space situational awareness will be foundational and should be coordinated.”
