Interesting that some programs did not understand the flexibility afforded by the DoD Acqusition changes. Big programs may appear monolithic and difficult to be responsive to technology advances or new information whether from the threat, user experience or other Changes. Historically we would use relatively small dollar investments from R&D, S&T competitions. Vendors would share their innovation and we choose initiatives to advance our requirements, threshold or objective. The PM must execute a contract and deliver a suitable system for Navy acceptance within the budget constraints provided. I wonder if part of this new flexibility could yield the intent if a portion of resource budget allocation included a set aside pool to incentivize advancements. Maybe requiring prime to accept outside innovations. Maybe require a new vendor relationship with data rights and gov contracts. DoD can do a better job of collaborating, not just sharing information, when obtaining services or material solutions for common requirements to minimize duplicitous NRE costs. I think there is purchase power to be leveraged by government I think industry stability and lower barriers to small innovative contributors are not inconsistent. Incentives and career rewards must align with objectives
