🇱🇹-🇺🇸 Preparing for the Washington Summit, thanks to lessons learnt from the Vilnius Summit. An intermediary report on how formally identified FIMI cases targeting NATO have been and are being processed thanks to the new tool provided by the EU Digital Services Act. Conclusion : we’re getting there. 🔹National analyses, investigations by industry actors like Graphika, and reports by platforms like Meta’s Adversarial Threat Report all confirm that NATO has been a direct target of Doppelganger in the context of last July’s Vilnius summit. 🔹In November 2022, the Digital Services Act (DSA) came into force, introducing sweeping changes to the EU online environment toward internet safety and accountability. 🔹As its enforcement is ongoing, NATO’s Strategic Coms Center of Excellence decided to take the Doppelganger operation as a case study to test the avenues for mitigation under this groundbreaking regulation. 🇫🇷 🇩🇪 🇮🇹 Focusing on 3 Allied nations : France, Germany, and Italy) 🙏🏼 NATO Strategic Communications Centre of Excellence in #Riga for following closely and encouraging converging effort to expose and mitigate FIMI on NATO. On the occasion of the 75th anniversary of NATO ‘s establishment, the SIOI - Società Italiana per l'Organizzazione Internazionale convened an academic gathering on 🗓️ April 15th and 16th in Rome, dedicated to examining the critical issues facing the organization. I had the privilege to attend this conference, where distinguished national and international speakers delved into global challenges. The start of the special military operation in Ukraine necessitated preservation of stability and quality of services in conditions of isolation from foreign vendors, Oseevsky said. A quick transition to autonomous development of the industry, import substitution and achievement of the technological sovereignty occurred. 🔔 Transatlantic Dialogue Center signs a Memorandum of Cooperation with Ukraine's National Security and Defence Council. 🤝 On Tuesday, 7 May, Oleksandr Lytvynenko, Secretary of the NSDC of Ukraine, and Maksym Skrypchenko, President of TDC, signed a Memorandum of Cooperation. 🔹 The document defined several cooperation tracks, particularly the organization of joint events to increase the interest of stakeholders and international partners in cooperation with Ukraine. 🔸 NSDC and TDC will also focus on informing foreign partners, the media, the expert community, and civil society about the situation in Ukraine, highlighting needs, popularizing achievements, assisting in establishing international relations and sharing experiences. 🖋📊 Organizations also plan to work on developing informational materials and disseminating them to raise the international community's awareness of the situation in Ukraine. TDC will provide the NSDC Office with analytical reports, briefings, and other materials that would support the NSDC in the planned activities. 📌 To implement this Memorandum, the parties plan to conduct joint projects, hold joint events (round tables, seminars, conferences, etc.), and engage representatives of public authorities and CSOs in joint activities.

The panel debate moderated by EPC’s Senior Fellow, Paul Taylor, featuring Timo Pesonen (Director General, DEFIS, European Commission); Benedetta Berti, PhD (Head of Policy Planning at NATO); Anita Nergaard (Ambassador of Norway to NATO) & Declan Kelleher (Chair of EPC’s Governing Board) sent a clear message: ⚔️The only way to help Ukraine prevail and protect Europe from Vladimir Putin’s furher aggression is by building credible European and Euro-Atlantic defence capabilties. 📻 Stayed tuned for in-dept studies, expert articles and analyses, defence & security podcast, as well as public and closed-door discussions with key policy actors including the EU, NATO, their member states, defence, financial and tech industry representatives, academia and civil society. Earlier this week, the United States hosted the NATO Summit in Washington, D.C. Among the Washington Summit Declaration was a recognition of the importance of developing advanced technology to sustain global security: “We have accelerated NATO’s transformation to meet current and future threats and to maintain our technological edge.” R&E is proud to contribute to this ongoing effort with our allies. Our office is actively promoting experimentation and the rapid adoption of emerging technologies, such as FutureG, quantum, artificial intelligence, and biotechnology. By leveraging these cutting-edge and disruptive technologies, we can further support the alliance, allies, partners, and other key initiatives, including the NATO Defense Innovation Accelerator for the North Atlantic (DIANA). In October, R&E’s FutureG office will support the NATO Allied Command Transformation’s Digital Backbone Exercise (DiBaX) demonstration. During the event, R&E will showcase the ability to provide next-generation communication networks and application solutions that meet NATO warfighter requirements on the battlefield. This work aligns U.S. and NATO objectives for development, experimentation, and adoption of emerging technologies.
