Federal (and SLTT) counter-drone programs need legislative authorities, capability, and capacity. It will be interesting to follow the progress of the bipartisan legislation “Counter-UAS Authority Security, Safety, and Reauthorization Act” (H.R.8610, https://lnkd.in/dM8tzVdD). Right now, the legal landscape makes it difficult to detect and counter unauthorized drones. Just a couple days ago the House Committee on Homeland Security held a hearing on security threats posed by drones (C-SPAN, https://lnkd.in/diMDacnZ). You might have read about drones flying over military sites in New Jersey (AP News, https://lnkd.in/dK9GTxxE), but drone violations near sensitive sites and critical infrastructure are not a new problem. They have been spotted in August this year flying over the BP Cherry Point refinery in Washington State (The Bellingham Herald, https://lnkd.in/dD9ieJ7p) and near military sites in Virginia (The Wall Street Journal, https://lnkd.in/dxFzKs6V), just to name two examples. Investigations confirm there is no current threat to public safety or evidence of malicious intent. Most sightings are lawful and comply with FAA regulations. However, suspicious activities, particularly in restricted areas, should be reported to local law enforcement or the FAA.
