We appreciate Los Angeles Times’ ongoing coverage of the devastating Jan. windstorms and wildfires in Southern California. Understandably, there has been a great deal of interest in the cause of the Eaton Fire. We recently submitted a relevant op-ed to the Times by Pedro Pizarro, president and CEO of Edison International, the parent company of Southern California Edison (SCE). I thank Edison International and SCE for the opportunity to address the recent wildfires of Southern California. My background is in Electrical and Systems Engineering (PhD). Senior Engineer at the Control Computer Section of American Electric Power Service Corporation, NYC. ( retired). I was responsible for research and installation of the ISO state estimator prototype coauthored in numerous IEEE Transactions of Power Apparatus and Systems. We must acknowledge the complexity of electric power systems. The proyect of high voltage state estimation was urged by the President of the US via the EPRI of Palo Alto, CA. (Post 1965 NE blackout.). EPRI is now doing research on regulating unbalanced distribution loads. Monitoring the three phases of electric power systems is necessary. It gives an exact quantification of neutral currents flowing, either via ground wire, in the earth and/or leakage. That neutral current flowing in the ground is responsible for the resistive burn of the Palisades and the arcing at Eaton fires - electric current igniting near/at transmission tower support areas. Like the initial EPRI committee that recommended state estimation: “We must see in real time to fix the problem.”#gavinnewsom, #kimkardashian
