The family of a non-verbal, severely disabled woman who died in Co Fermanagh has told an inquest she was “entitled to the same care as everyone else with a voice”, as her mother claimed she did not give permission for her to be placed under a do not resuscitate order (DNR).

Tracy Butler was born with cerebral palsy, hydrocephalus, epilepsy and quadriplegia.
