MOSCOW, April 22. /TASS/. Russia will impose increased customs duty of 35% on perfume, eau de toilette, powder, hair and lip makeup products, as well as skin care products imported from unfriendly countries, the Industry and Trade Ministry said in a statement.
"The effect of the increased customs duty of 35%, extended from January 2025 in relation to imported perfumery and cosmetic products and household chemicals, will cover a number of new items of these products from unfriendly countries," the ministry said.
"In connection with the growth of domestic production in most categories of perfumery and cosmetic products and household chemicals, perfumes, eau de toilette, skin care cosmetics, lip makeup, hair products, and powder will be subject to import restrictions," the statement says.
As the Industry and Trade Ministry notes, the updated list of goods subject to duty was determined jointly with the business community. The new measure will affect only those types of products where Russian manufacturers already produce products that are not inferior in quality and range.
The ministry added that such an economic measure has proven its effectiveness and benefit for the Russian market. "Thanks to it, Russian production grew by 22% in 2024 (the third package of duties) compared to 2023. An increase in localization of production is also observed. The niches freed up as a result of the departure of Western manufacturers and timely support from the state in promoting Russian brands contributed to the fact that the share of national brands by the end of 2024 accounts for 68% of the total market, which is almost 17% more than in 2023," the ministry said.
